Position Summary
CVS Health is seeking a Senior Manager, Software Engineering to lead, grow, and develop high-performing engineering teams that design, build, and modernize mission-critical systems for our Claims Adjudication and Pharmacy Benefit Management (PBM) organization. This is a people-and-delivery leadership role, accountable for team performance, delivery execution, and engineering excellence. You will own technical direction for teams building scalable, reliable, cloud-native software while continuing to integrate with legacy platforms such as IBMi/AS400 and PBM adjudication systems like RxClaim.
In this role, you will advance CVS Health's transition toward modern, AI-driven, cloud-native, microservices-based platforms and open-source engineering practices — championing strong CI/CD, sound architecture, and the responsible adoption of AI and GenAI developer tools (such as GitHub Copilot) that accelerate delivery without eroding engineering fundamentals. You will partner with senior leadership, product, and architecture to translate strategy into roadmaps and dependable execution, leading engineers, engineering leads, and cross-functional partners across software, AI, and quality engineering.
This role requires a strong balance of people leadership, delivery execution, technical credibility in Java/Spring and microservices architecture, cloud modernization, and cross-functional and executive stakeholder management. You will remain technically engaged enough to guide solution architecture and design decisions while operating as a manager who develops talent and delivers outcomes — not as a hands-on individual contributor.

Key Responsibilities
Lead, mentor, and develop a team of engineers and engineering leads — spanning software, AI, and quality engineering talent — fostering a high-performing culture focused on collaboration, accountability, continuous learning, and engineering excellence.
Own the full people-leadership lifecycle — hiring, onboarding, coaching, performance management, career development, and retention.
Own operational and financial accountability for your teams — including headcount and capacity planning, budget and cost-center management, and cloud-spend optimization — balancing investment, delivery commitments, and cost.
Manage blended team capacity across employees, offshore/nearshore partners, and vendors — coordinating work allocation, quality, and delivery accountability across time zones and contract boundaries.
Define team goals, OKRs, and performance metrics aligned with organizational strategy, and track delivery, quality, and productivity metrics to drive predictable, high-quality execution.
Partner with senior leadership, product teams, architects, and business stakeholders to define and execute engineering strategies, roadmaps, and technical solutions aligned with organizational objectives.
Drive the delivery of scalable, reliable, and high-performing software solutions while establishing and enforcing engineering best practices, quality standards, and operational excellence.
Manage delivery using Scrum/Agile methodology.
Own the production health and reliability of the mission-critical systems your teams support.
Contribute to solution architecture, system design, engineering process improvements, and modernization efforts across cloud-native and microservices-based platforms — guiding the transition from legacy systems such as IBMi/AS400 and RxClaim while ensuring continued reliability and integration.
Champion modern, open-source engineering practices.
Collaborate across cross-functional and matrixed teams to manage priorities, mitigate risks, resolve conflicts, communicate project status, and ensure successful execution of strategic initiatives and business outcomes.
Ensure the platforms your teams build meet security, privacy, and regulatory obligations for a healthcare/PBM environment — including HIPAA and PHI/PII handling, secure-SDLC and change-control discipline, and audit readiness — partnering with security, privacy, and compliance functions to manage engineering risk.
Communicate effectively with executive and non-technical audiences, translating technical strategy, trade-offs, risks, and progress into clear business narratives.
Required Qualifications
7+ years designing, developing, and delivering highly scalable software applications and distributed systems.
3+ years leading, managing, mentoring, and developing software engineering teams (people-management, not tech-lead only).
5+ years leading technical deliverables and driving successful project execution in Agile/Scrum environments.
3+ years designing and implementing microservices and API-based architectures.
3+ years working with public cloud platforms such as AWS, Azure, or GCP.
3+ years experience demonstrated experience establishing modern engineering practices — CI/CD (deployments and environment promotion), automation, and disciplined Git branching.
1+ years experience driving or governing the responsible adoption of AI/GenAI developer tools across teams while ensuring engineers retain genuine engineering fundamentals and can validate and correct AI-generated output.
Excellent communication and stakeholder-management skills, with the ability to engage both technical and non-technical audiences and thrive in a fast-paced, matrixed environment.
Experience with cloud-native architectures, DevOps practices, CI/CD pipelines, and modern software engineering methodologies.
Preferred Qualifications
Functional knowledge and experience supporting Pharmacy technology solutions, ideally in PBM or claims adjudication.
5+ years hands-on with Java and Spring/Spring Boot application development.
Experience leading technology modernization and transformation initiatives within large enterprise environments, including legacy-to-cloud-native transitions and integrations with systems such as RxClaim or IBMi/AS400.
Experience delivering software under HIPAA/PHI or comparable regulated data-handling controls, including secure-SDLC, change management, and audit readiness.
Experience guiding the responsible adoption of GenAI and AI developer tools such as OpenAI, Copilot, Gemini, Claude, and MCP across engineering teams.
Experience in healthcare, financial services, enterprise SaaS, or other regulated industries, with a track record of improving operational and delivery metrics and optimizing cloud cost.
Strong decision-making, organizational, and stakeholder-management skills, including conflict resolution and the ability to drive alignment across cross-functional, matrixed teams.
Leadership competencies including a customer-first mindset, strategic thinking paired with strong execution, high emotional intelligence and people leadership, and a continuous-improvement and innovation mindset.
Relevant cloud or DevOps certifications (AWS, Azure, or GCP) are a plus.
Education
Bachelor's degree in computer science, Engineering, or a related field or equivalent experience. An advanced degree is preferred.
Pay Range
The typical pay range for this role is:
$118,450.00 - $236,900.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
