Every community deserves to be safe, it’s a fundamental right. Our mission is simple - to build technology that reduces crime and protects privacy. Flock partners with cities, businesses, schools, and neighborhoods to help protect where people live, work, and play. Last year, Flock technology supported over 1 million criminal investigations, helped solve approximately 20% of reported crimes in areas where it is deployed, and played a role in locating more than 10,000 missing people.
We are a high-performance team united by urgency, ownership, and a shared commitment to meaningful impact. The work is fast-paced and the expectations are high. We push beyond perceived limits, support each other, and hold ourselves accountable to delivering results that matter.
With over $1B in funding and an $8.3B valuation, we are scaling with intention and investing in the people who will help us build what others said could not be done. At Flock, you will find the opportunity to grow quickly, take on real responsibility, and contribute to something bigger than yourself.
The OpportunityWe're looking for a Recruiting Operations Analyst to own the infrastructure behind how Flock hires. This is a technical IC position at the intersection of systems, data, and AI, built for someone who wants to architect the operational backbone of a high-performing talent function.
You will own the ATS, build the reporting layer that recruiting leadership actually makes decisions from, and build internal tools and automations that change how the team works. You will operate with significant autonomy, partnering closely with recruiting leadership to identify what is broken, design solutions, and execute without someone handing you a playbook.
If you get genuinely excited about data pipelines, workflow automation, and shipping internal tools that eliminate the manual work slowing your team down, this role was built for you. This role reports directly to the VP of Recruiting,
Recruiting Systems & ATS Ownership
Own the configuration, integrity, and optimization of our ATS (Ashby) and broader recruiting tech stack. You will be the person other people come to when something needs to be built, fixed, or rethought.
Analytics & Reporting
Design and maintain dashboards and reports that give recruiting leadership and company leadership real signal on pipeline health, hiring velocity, quality of hire, and funnel performance. You translate raw data into decisions, not just slides.
AI & Automation
Build internal tools and workflow automations that make the recruiting team faster and smarter. You're writing prompts, connecting systems, and shipping solutions whether that's an AI-assisted screening workflow, an automated reporting pipeline, or a custom tool that eliminates a manual process the team does every week.
Process Architecture
Identify operational gaps, design scalable solutions, and own them through to execution. You don't wait to be asked — you spot what's inefficient and fix it.
Compliance & Data Integrity
Own recruiting compliance operations including EEO reporting, audit readiness, and data accuracy across systems. Build the processes that make this repeatable, not reactive.
Cross-functional Coordination
Partner with recruiting coordinators, People Ops, and recruiting leadership to ensure seamless handoffs from offer through onboarding. You're the connective tissue that keeps things from falling through the cracks.
3–5 years of experience in operations, analytics, or a technical function role
Hands-on experience owning or administering an ATS or comparable tool in different business functions
Strong data skills: you can build a dashboard from scratch, write a clean formula, and tell a story with numbers (Excel, Google Sheets, Looker, or similar BI tools)
Hands-on experience building with AI tools — prompt engineering, workflow automation, or internal tooling (no-code, low-code, or coded); you've shipped something that other people actually use
Ability to manage complex, ambiguous projects independently without a lot of direction
Sharp attention to detail and a low tolerance for systems that don't work the way they should
Strong cross-functional communication, you can translate technical work for non-technical stakeholders
