Job Location:
This is a hybrid role, with a requirement to work onsite in Washington, DC 2-3 days a week.
Clearance:
Must be currently authorized to work in the United States on a full-time basis and have the ability to obtain a Public Trust Security Clearance.
Job Description:
In this position as Project Manager, you will provide strategic leadership and oversight for a large-scale federal services contract. You will serve as the primary liaison to the Government Contracting Officer (CO), Contracting Officer Representative (COR), and program stakeholders, ensuring alignment with agency mission objectives and contract performance standards. In this position, you will also:
- Serve as the primary point of contact to the CO, COR, and program stakeholders, providing strategic direction and ensuring alignment with agency mission and contract objectives.
- Lead program governance, including executive briefings, stakeholder reviews, and performance assessments.
- Oversee organizational structure, including team leads, task leads, and functional managers, while managing staffing strategy, workforce planning, and surge support as requirements evolve.
- Translate contract requirements into operational execution plans, driving a culture of accountability, performance, and continuous improvement.
- Ensure all task areas meet technical requirements, service levels, and performance standards by overseeing work plans, schedules, and deliverables and monitoring KPIs, SLAs, and quality metrics.
- Manage the overall contract budget, burn rates, funding ceilings, labor forecasting, and resource allocation across task areas, ensuring work is performed within contract scope and funding limitations.
- Establish and maintain a Risk Management Plan and oversee a Quality Control Plan to manage program risks and maintain consistent service delivery.
- Build and maintain strong relationships with Government leadership and end users, leading program reviews and executive briefings, proactively identifying opportunities to improve service delivery, and ensuring high CPARS performance ratings.
Required Skills:
- Bachelor’s degree in Accounting, Finance, Business, or a related field.
- 10+ years of experience in large-scale program leadership (150-300+ staff).
- 7+ years of federal contract management experience (CPFF, T&M, FFP, or hybrid) including financial and workforce forecasting, budget oversight, and resource allocation across multi-task or multi-team programs.
- 7+ years of leading large teams and multi-team operational integration, driving performance, quality, and risk management while ensuring consistent delivery of KPIs/SLAs across distributed workforces.
- 7+ years of executive-level communication and leadership, including briefings to senior government stakeholders, high emotional intelligence, and building collaborative, high-performing program cultures.
Desired Skills:
- PMP certification preferred.
- Experience leading teams through evolving requirements, organizational shifts, and process improvements.
- Experience leveraging performance metrics, KPIs, and dashboards to drive decision-making and program optimization.
- Experience building and maintaining strong partnerships with government leadership, contractors, and internal teams to ensure program success.
At Blake Willson Group, we believe in transparency and fairness in compensation practices. For this position, we offer a competitive salary range of $160,000 to $190,000 in the United States. Your individual salary within this range will be determined by various factors, including but not limited to your education, experience, skills, and geographic location.
