PharmaCann is seeking a strategic, data-driven HR professional to lead transformative projects and operational efficiencies within the HR function. This role is focused on driving process optimization, enhancing HRIS system functionality, and supporting key HR initiatives such as merit processes, open enrollment,  and policy evaluations. The ideal candidate will possess a strong strategic mindset, a deep understanding of HR best practices, and a focus on ensuring HR operations comply with state laws and regulations across all markets. The Senior Manager, HR Operations & Strategy will be responsible for improving HR processes, enhancing the employee experience, and ensuring HR functions align with the company’s growth and regulatory requirements.

Duties and responsibilities or (Essential Functions) 

  • HR Strategy & Process Improvement:
    • Lead strategic initiatives to streamline HR operations and enhance employee experience through data-driven process improvements.
    • Continuously evaluate and refine HR policies, practices, and workflows to ensure they align with company goals and the evolving regulatory environment.
    • Identify and implement process improvements to enhance HR efficiency, reduce administrative burdens, and optimize the overall employee lifecycle, from onboarding to offboarding.
    • Work cross-functionally to introduce and implement innovative HR practices that drive operational effectiveness and alignment with the company’s business objectives.
  • HRIS Optimization & System Strategy:
    • Oversee the optimization and customization of the HRIS system, ensuring that it meets the current and future needs of the organization.
    • Collaborate with IT, vendors and HR team members to improve system functionalities, ensuring processes like pay changes, PTO accruals, and union dues are efficiently managed and aligned with HR practices.
    • Ensure HRIS data integrity, accuracy, and security, and support the automation of key HR functions to improve operational efficiency.
    • Collaborate with vendors to ensure programming of the HRIS platform meets requirements of all CBAs
    • Reconcile and manage union dues billing, annuity payments and all functions as they relate to union obligations
  • HR Compliance & Regulatory Oversight:
    • Ensure all HR practices, policies, and systems are in compliance with local, state, and federal regulations in each of the markets PharmaCann operates.
    • Collaborate cross functionally to regularly review state-specific labor laws and regulations to ensure the company’s HR policies, including benefits, compensation, and record-keeping, comply with the legal requirements in each jurisdiction.
    • Stay current with cannabis industry regulations and ensure HR operations adapt to the evolving regulatory landscape.
  • HR Initiatives & Program Management:
    • Lead the planning, execution, and communication of key HR initiatives, including merit processes, performance reviews, and salary adjustments.
    • Partner with Total rewards on the annual open enrollment process for benefits, ensuring effective communication, smooth implementation, and that employees are well-informed of available options.
    • Partner with Employee Relations to develop training materials to further educate and elevate knowledge of managing a workforce
    • Collaborate with leadership to evaluate and update employee policies, ensuring they reflect current industry practices, employee needs, and legal requirements.
    • Take the lead in coordinating and managing any other key HR initiatives such as employee engagement, elevating culture, and training initiatives.
  • Data-Driven Insights & Reporting:
    • Develop and leverage HR data analytics to measure the effectiveness of HR initiatives and inform strategic decisions.
    • Design and manage reporting frameworks that track key HR metrics, including the success of merit programs, benefits utilization during open enrollment, and overall employee satisfaction.
    • Ensure all HR-related data, including key payroll, benefits, and performance metrics, is accurately tracked and reported to leadership and other stakeholders in a timely and actionable manner.
  • Employee Engagement & Communication:
    • Partner to develop a clear, consistent communication strategy to deliver HR-related information to employees, ensuring transparency and clarity regarding benefits, policies, and organizational changes.
    • Collaborate on communication of major HR initiatives such as performance management, open enrollment, policy updates, and employee recognition programs.
    • Foster a positive, inclusive work environment by ensuring employees feel supported through timely communications and efficient handling of HR queries.
  • Change Management & Technology Implementation:
    • Lead change management initiatives related to new HR technologies, tools, or process changes, ensuring smooth adoption across the organization.
    • Evaluate and deploy new technologies to enhance HR operations, including record-keeping, performance tracking, and data analytics, to continuously improve the HR function.

Experience:

  • 5+ years of experience in operations, systems management, or process improvement, with a proven track record of implementing strategic initiatives that enhance system functionality.
  • Experience with managing systems, data analytics, and process optimization in a multi-state or multi-jurisdictional environment.
  • Familiarity with state and federal labor laws and regulations, especially as they relate to the cannabis industry.

Skills & Knowledge:

  • Strong strategic thinking and problem-solving skills, with a focus on process improvement and operational efficiency.
  • Understanding of HR best practices, compensation, benefits, and compliance with labor laws and regulations preferred.
  • Proficient in system optimization, reporting tools, and automation, with the ability to leverage data to drive decision-making.
  • Strong project management skills, with the ability to lead cross-functional teams and manage complex, multi-phase initiatives.
  • Exceptional communication skills, including the ability to engage employees and stakeholders at all levels of the organization.

Education:

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • Master’s degree or relevant HR certifications (preferred).
