Collins Aerospace L&D is looking for a Senior Manager, Learning & Development Programs to own the functional strategy behind Collins' targeted skill development series and to help reinforce Collins' connection to RTX's enterprise leadership pipeline programs. This is a recognized subject-matter-expert role: the person in this seat will set the operational plan for how Collins sequences, socializes, and sustains each skill rollout, working with minimal oversight and significant latitude to shape approach. The role requires regular communication with senior and executive leaders — both to socialize the rollout strategy across Collins and to represent Collins' leadership pipeline within RTX-level forums — and will influence how Collins leaders engage with and prioritize these programs.

What You Will Do

Skill Development Program Strategy, Rollout & Sustainment (70%)

  • Own the strategy and execution roadmap for Collins' multi-part skill development series (beginning with the current priority skill), partnering with an external content partner to shape and adapt curriculum for Collins audiences

  • Build and manage the program calendar, sequencing rollout milestones and cohort timing in alignment with business priorities and leader bandwidth

  • Develop and drive a socialization and communication strategy to build leader awareness, buy-in, and participation across Collins

  • Lead program management of the rollout — coordinating logistics, tracking milestones, and ensuring consistent, high-quality delivery across the series

  • Define and implement a sustainment plan to embed each skill post-launch (reinforcement touchpoints, manager toolkits, measurement of behavior change)

  • Evaluate outcomes and learnings from each rollout to inform strategy and prioritization for the next skill in the series, exercising judgment on novel or ambiguous rollout challenges with minimal guidance from leadership

  • Facilitate select program sessions and/or support a facilitator network as needed to extend delivery capacity

  • Brief senior and executive Collins leaders on rollout strategy, progress, and outcomes, and influence their sponsorship and prioritization of the series

Leadership Pipeline Visibility (30%)

  • Partner with RTX to ensure Collins leaders have clear visibility into accelerated and high-potential leadership talent and their progress

  • Serve as the Collins point of connection for RTX-run leadership pipeline programs, helping ensure Collins nominees are successfully identified, nominated, and progressed through the program

  • Facilitate connections between Collins program participants and Collins leaders to strengthen sponsorship, visibility, and development planning

  • Reinforce and amplify RTX program milestones, communications, and expectations within Collins

  • Track and report on Collins' representation and progression within the RTX leadership pipeline, flagging gaps and opportunities to grow the pipeline

  • Represent Collins in RTX-level leadership pipeline discussions, communicating with executive stakeholders as needed to advocate for Collins talent and influence pipeline visibility

Qualifications You Must Have

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience

  • Experience owning the strategy (not just the execution) for multi-phase program rollouts — including planning, stakeholder communication, and execution tracking — with a track record of operating with minimal oversight

  • Experience partnering with external vendors/content partners to deliver learning or development programs

  • Experience communicating with and influence senior and executive leaders, including briefing executive-level stakeholders on program strategy and progress

  • Recognized subject-matter expertise in learning/talent program design and delivery, with experience improving upon existing program processes and practices

Qualifications We Prefer

  • Experience working within a matrixed or enterprise organization, partnering across business unit and corporate/enterprise teams

  • Experience with leadership development or high-potential talent programs

  • Facilitation experience or skill, with willingness to facilitate program content as needed

  • Familiarity with talent analytics or program measurement to assess effectiveness and drive continuous improvement

  • Project/program management certification (e.g., PMP) a plus

  • Experience in complex program design or consulting (internal or external), with a track record of structuring ambiguous problems into actionable program strategy
