The Senior Manager, IT Project Manager will lead complex IT delivery efforts across the software development lifecycle for the energy efficiency and utility sectors. This role is responsible for establishing operational objectives, directing project teams, managing delivery performance, and ensuring technology solutions support client, contract, and business objectives.

The Senior Manager will provide leadership to project managers, business analysts, technologists, vendors, subcontractors, and cross-functional delivery teams. This individual will serve as a senior delivery leader, trusted client partner, and subject matter expert in IT project execution, system implementation, governance, risk management, and operational improvement.

This role requires the ability to operate with significant independence, influence across functional areas, manage complex client and vendor relationships, and ensure adherence to scope, schedule, budget, staffing, quality, and performance expectations.

What you will be doing: 

  • Lead end-to-end delivery of complex IT projects, programs, and operational workstreams within the energy efficiency and utility sectors.
  • Establish operational objectives, work plans, delivery priorities, staffing plans, and performance expectations for project teams.  
  • Provide leadership to managers, business analysts, technologists, vendors, subcontractors, and cross-functional teams responsible for technology delivery.
  • Own project and portfolio execution across scope, schedule, budget, risk, quality, communications, change control, and stakeholder management.  
  • Serve as a senior escalation point for complex delivery issues, competing priorities, client concerns, vendor challenges, and cross-functional dependencies.  
  • Develop methods, techniques, metrics, and evaluation criteria to measure project performance, team effectiveness, risk exposure, and delivery outcomes.  
  • Partner with client stakeholders, ICF leadership, subject matter experts, and delivery teams to define business needs, shape expectations, and drive technology-enabled solutions.  
  • Influence decision-making across functional areas, client teams, vendors, and internal leadership to achieve program and business objectives.  
  • Identify project risks, financial risks, operational risks, and delivery barriers. Develop mitigation strategies and response plans.  
  • Provide strategic direction on IT governance, system documentation, requirements management, testing, implementation planning, release readiness, and post-launch stabilization.  
  • Lead continuous improvement efforts that strengthen delivery processes, increase operational efficiency, improve quality, and reduce delivery risk.  
  • Support business growth by identifying opportunities to expand ICF’s capabilities, improve client service, strengthen delivery models, and support proposal or contract-related activities as needed.  
  • Proactively escalate risks, ensure project budgets are being tracked and monitored 
  • Assist in the preparation of proposal content and pricing. 
  • Assist IT Director in developing accurate projections of revenue forecasts, estimated profitability, and estimated margins. 
  • Manage a team of analysts with responsibilities over employee development, retention, and onboarding. 
  • Assist the IT Director in hiring and training new team members. 
  • Identify opportunities for expanded work with existing clients as well as cross selling opportunities. 
  • Mentor, coach, and develop team members, including managers, senior analysts, and individual contributors, to support professional growth and expanded responsibilities.  
  • Foster an inclusive, collaborative, accountable, and high-performing team culture.  
  • Present project status, risks, decisions, recommendations, and performance updates to client stakeholders, ICF leadership, vendors, and cross-functional teams.  

 
What we need you to have, minimum qualifications:

  • Bachelor’s degree in Information Systems, Information Technology, Business, Project Management, or a related field.  
  • 8+ years of experience in IT project management, technology delivery, systems implementation, business analysis, or related consulting delivery.  
  • 5+ years of experience leading complex IT projects, programs, or portfolios with responsibility for scope, schedule, budget, risk, quality, and stakeholder management.  
  • 3+ years of experience managing or leading teams, including project managers, business analysts, technologists, vendors, subcontractors, or cross-functional delivery resources.  
  • Experience leading software development lifecycle activities, including requirements, design, development coordination, testing, issue tracking, implementation, release readiness, and post-launch support.
  • Experience using project management tools such as Jira, Smartsheet, Microsoft Project, or similar platforms.
  • Proficiency with Microsoft Office applications, including Excel, PowerPoint, Visio, and SharePoint.

  • Experience in the utility, energy, and/or energy efficiency sectors. 
  • Experience managing technology delivery across multiple systems, vendors, subcontractors, and client stakeholder groups.

  • Comprehensive knowledge of project management tools and methodologies, including Jira, Smartsheet, Microsoft Project, or similar platforms.  
  • Comprehensive knowledge of Microsoft Office products, including Excel, Visio, PowerPoint, and SharePoint.  
  • Experience developing and governing standard project documentation, including requirements specifications, use cases, design specifications, test plans, test scripts, implementation plans, status reports, risk logs, and decision records.  
  • Experience with content management systems, user roles, configuration, workflows, and content editing.  
  • Experience with business intelligence, reporting, data quality, system data, dashboards, or analytics.  
  • Ability to balance competing priorities across multiple projects, teams, deadlines, and stakeholder groups.  
  • Ability to provide strong direction to project teams while maintaining accountability for scope, budget, schedule, quality, and delivery outcomes.  
  • Ability to communicate with impact through executive-ready presentations, client-facing updates, written recommendations, and decision materials.  
  • Ability to lead blended teams of ICF staff, client staff, subcontractors, and vendors.  
  • Ability to challenge assumptions, sponsor change, improve delivery processes, and implement practical solutions to complex business and technology problems. 

Professional Skills: 

  • Demonstrated experience establishing project plans, delivery governance, performance metrics, budgets, schedules, staffing plans, and operational work plans.  
  • Demonstrated consulting experience, including client-facing delivery, stakeholder management, executive communication, and expectation management.  
  • Experience identifying, managing, and escalating project risks, financial risks, scope changes, dependencies, and delivery barriers.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$143,756.00 - $244,385.00
