In this individual contributor role, you will lead the development and oversight of Moderna’s HR governance and compliance frameworks on a global scale, embedding trust, transparency, and accountability into the company's people operations. Reporting to the Executive Director, HR Operations, you’ll partner cross-functionally with Legal, Digital, and HR stakeholders to ensure Moderna’s policies and practices meet the highest standards of regulatory alignment — especially in the areas of employment law, government contract requirements, and the ethical use of AI in HR systems.
This role combines deep HR compliance expertise with technical fluency in data governance and AI-enabled platforms like Workday and ServiceNow. It is an opportunity to shape the foundation for responsible HR innovation globally, leading critical programs that impact how Moderna attracts, retains, and supports talent in a rapidly evolving digital and regulatory landscape.
You’ll also help Moderna stay ahead of emerging AI legislation (including EU AI Act, EEOC and OFCCP guidance) and promote transparent, bias-mitigated, and explainable automation in our global people operations. Located in Warsaw, you’ll have the unique opportunity to contribute to global HR excellence from the heart of Moderna’s international operations hub.
Here’s What You’ll Do:
Your key responsibilities will be:
Design and execute Moderna’s global HR compliance framework, aligning with federal, state, and international labor laws, government contract obligations, and emerging AI ethics regulations.
Lead regular audits, debarment checks, and contingent workforce compliance reviews across jurisdictions, ensuring alignment with data protection and employment law standards.
Act as the global point of contact for HR and AI-related audits, regulatory responses, and internal investigations.
Monitor evolving legal landscapes—including bias mitigation, AI explainability, and algorithmic fairness—and translate updates into timely, actionable policies.
Partner with Legal, HR Technology, and Digital teams to establish AI use validation frameworks, bias testing protocols, and transparency reporting mechanisms for HR systems like Workday and HiredScore.
Embed compliance-first principles into global government contract bids and execution, aligning HR obligations with project requirements.
Your responsibilities will also include:
Own and evolve HR compliance reporting dashboards in Workday and ServiceNow, ensuring real-time accuracy, auditability, and AI transparency.
Lead Workday Tech Ops projects focused on automating regulatory controls and improving audit readiness across HR data streams.
Define global standards for HR operational data reporting, working with the People Analytics team to shift ownership of routine reporting into HR Ops, enabling deeper strategic analytics.
Conduct cross-system audits of key workforce data points (e.g., work status, cost centre, employee location) and oversee validation logic for AI-assisted data accuracy.
Collaborate with HRIS and Digital to design dashboards that surface explainable AI outcomes and embed audit trails to meet evolving global AI regulations.
Guide HR teams globally in responsible AI usage, building internal frameworks to support compliance with GDPR, the EU AI Act, and state-level U.S. legislation.

Here’s What You’ll Need (Basic Qualifications):
Bachelor’s degree in Human Resources, Business Administration, or a related field.
Minimum of 8 years of experience of HR Operations or compliance and reporting in a regulated industry.
Demonstrated project management skills, with the ability to prioritize tasks and manage multiple initiatives.
Here’s What You’ll Bring to the Table (Preferred Qualifications)
Extensive understanding of US employment laws, government contract requirements, and experience managing compliance programs within a government contracting or complex organizational setting.
In-depth knowledge of federal, state, and local HR laws and regulations, including EEO, ADA, FMLA, FLSA, OSHA, and government contract compliance requirements.
Proven ability to interpret legal requirements and translate them into operational policies and procedures.
Strong analytical skills and meticulous attention to detail.
Exceptional communication skills with the ability to collaborate effectively across various stakeholders and handle sensitive information discreetly.
Proficiency in using HRIS systems like Workday, as well as reporting tools like ServiceNow.
