As an HR Business Partner, you will be the dedicated HR partner for assigned divisions across PA's front, middle, and back office, managing both the advisory and administrative dimensions of HR to ensure our diverse workforce is well-resourced, well-supported, and future-ready. You will serve as a trusted advisor to division leaders and staff, translating HR policies into people-centred practices while personally managing the end-to-end HR administrative processes that keep the employee lifecycle running smoothly. - Manage end-to-end manpower resourcing for assigned divisions — including recruitment, onboarding, postings, secondments, internship management, re-employment, contract renewal, and exit management — to ensure the right people are in the right roles at the right time.
- Develop and implement targeted recruitment strategies covering sourcing, assessment, and selection to build a strong and diverse talent pipeline that supports PA's operational needs and long-term workforce goals.
- Provide timely and professional HR advisory to division leaders and staff on policy interpretation and staff matters — including postings, re-employment, and exit strategies — to ensure consistent, fair, and legally compliant people management practices.
- Build and sustain strong stakeholder relationships across assigned divisions, facilitating trust, navigating conflict, and communicating policy rationale effectively to foster a positive and engaged workforce.
- Administer the full suite of HR administrative processes across all HR functions — including maintaining staff records, processing HR transactions, preparing HR documentation, and managing correspondence — to ensure accurate, timely, and audit-ready HR operations.
- Implement workforce movement strategies that anticipate future staffing trends and conditions, ensuring assigned divisions remain agile, well-resourced, and aligned to organisational priorities.
- Leverage Workday and digital tools (including Power Automate and other productivity platforms) to streamline HR administrative workflows, reduce manual processes, and generate actionable workforce insights that support evidence-based planning and decision-making.
- Champion a culture of continuous improvement and digitalisation within the HR team, identifying and implementing innovative solutions that enhance both HR advisory and shared services delivery.
[What we are looking for]
- Experience: At least 3 years of HR experience, with a strong foundation in HR business partnering or generalist HR operations, including hands-on experience managing HR administrative processes; experience supporting diverse or operationally complex workforces across multiple divisions is advantageous.
- Skills (Must-have):
- Solid working knowledge of HR operations across the full employee lifecycle, including recruitment, workforce planning, staff deployment, HR administration, and employment legislation
- Strong stakeholder management and advisory skills, with the ability to build trust, influence decisions, and navigate sensitive people matters across all levels
- Meticulous attention to detail and strong organisational skills, with the ability to manage high volumes of HR transactions accurately and within tight timelines
- Proficiency in Workday and digital productivity tools, including experience with workflow automation platforms such as Power Automate
- Analytical and data literacy skills, with the ability to interpret HR data and translate insights into practical recommendations
- Clear and effective written and verbal communication skills, including the ability to explain policy intent in an accessible and empathetic manner
