Reingold’s Technical Writing and Quality Assurance (TWQA) team strengthens client delivery by ensuring complex technical, operational, policy, programmatic, and training-adjacent content is clear, accurate, accessible, actionable, and aligned with audience needs. The team’s hub-and-spoke model balances quality, speed, and cost control through a lean core team and scalable roster of specialists.

That’s where you come in. The Senior Manager of Content Strategy and Knowledge Management is a senior content operations leader responsible for shaping, governing, and scaling Reingold’s content and knowledge ecosystem. This role oversees strategy, standards, information architecture, lifecycle governance, quality assurance, analytics, and reusable knowledge assets that help teams create high-quality deliverables efficiently.

Working across account teams, subject matter experts, project managers, writers, editors, designers, learning specialists, digital teams, and client stakeholders, this role ensures content is findable, reusable, measurable, and aligned with client objectives, federal accessibility expectations, plain-language principles, editorial standards, and responsible AI use. The role also serves as a strategic advisor, functional leader, and mentor for content strategy, knowledge management, and quality improvement initiatives.

This is a hybrid role, requiring at least two days per week on site at Reingold’s headquarters in Alexandria, VA.  
 

Here’s the work you’ll do: 

Essential Functions:

Content Strategy, Governance, and Standards

  • Lead content strategy for client-facing and internal technical, operational, policy, programmatic, web, learning-adjacent, and knowledge products.
  • Establish and maintain governance frameworks, including content models, taxonomy, metadata, naming conventions, version control, templates, style guidance, review cycles, publishing standards, and quality gates.
  • Conduct content audits, gap assessments, audience analysis, stakeholder interviews, and usability reviews to identify risks, duplication, findability issues, and improvement priorities.
  • Develop content roadmaps, inventories, editorial calendars, decision logs, workflow maps, governance documentation, and reusable content libraries.
  • Translate complex subject matter into clear, accurate, accessible, plain-language content that supports user needs, client goals, and measurable outcomes.

Knowledge Management and Content Operations

  • Design, organize, and improve knowledge repositories, knowledge bases, intranets, shared drives, content management systems, and comparable platforms such as SharePoint, Confluence, and ServiceNow.
  • Create and maintain sources of truth for procedures, guidance, job aids, playbooks, SOPs, templates, training support materials, editorial resources, and reusable assets.
  • Improve information architecture, searchability, navigation, tagging, lifecycle management, ownership, and findability across repositories and delivery platforms.
  • Oversee content intake, prioritization, workflow design, assignment coordination, review and approval routing, publication readiness, and archiving practices. 
  • Track content health, workstream status, review risks, resource needs, publishing progress, usage trends, and continuous improvement opportunities.

Leadership, Stakeholder Engagement, and Delivery Management

  • Advise project leaders and clients on content strategy, content operations, knowledge management, quality assurance, governance, and scalable delivery models.
  • Facilitate stakeholder sessions to gather requirements, align decision makers, resolve content issues, manage competing priorities, and convert feedback into action.
  • Lead, mentor, and review the work of writers, editors, content strategists, technical writers, consultants, contractors, and other contributors.
  • Partner with project managers and account leads to plan schedules, estimate level of effort, manage capacity, identify surge needs, and maintain quality across concurrent workstreams.
  • Develop onboarding materials, guidance, coaching resources, and review practices that help teams adopt consistent content and knowledge management standards.

Quality, Accessibility, Analytics, and Innovation

  • Establish quality assurance frameworks for content, including editorial reviews, technical accuracy checks, accessibility checks, plain-language reviews, style compliance, and final publication readiness.
  • Define and report meaningful content and knowledge management metrics, such as content reuse, review-cycle time, defect trends, user satisfaction, search performance, content freshness, repository usage, and adoption of standards.
  • Use data, analytics, user feedback, client input, and operational insights to recommend improvements to content performance, workflow efficiency, audience experience, and knowledge sharing.
  • Promote accessibility and Section 508-informed practices in content development, document structure, templates, review checklists, and publishing workflows.
  • Guide responsible use of AI-enabled tools for research, summarization, content drafting, review, quality assurance, knowledge organization, metadata support, and workflow improvement, including practical guardrails for accuracy, privacy, bias, and human review.

The Senior Manager of Content Strategy and Knowledge Management may directly supervise staff and may also serve as a functional lead for writers, editors, technical writers, content strategists, consultants, contractors, and knowledge management contributors. This includes reviewing work, assigning or coordinating tasks, communicating standards, coaching contributors, supporting onboarding, and partnering with project managers and account leads to align capacity, quality, and delivery needs.

Required Qualifications: 

  • 8–10 years of progressive experience in content strategy, knowledge management, content operations, technical writing, content design, communications, digital content, UX, or a related field.
  • Bachelor’s degree in communications, English, journalism, marketing, information science, UX, public health, or a related field; equivalent experience may be considered based on internal policy.
  • Active U.S. Public Trust determination or ability to obtain one.
  • Demonstrated ability to translate complex technical, operational, policy, scientific, health, or programmatic information into clear, accessible, plain-language content.
  • Experience developing content governance, editorial standards, templates, metadata, taxonomy, information architecture, lifecycle rules, and reusable content libraries.
  • Experience managing or improving knowledge repositories, knowledge bases, CMSs, intranets, shared drives, or similar platforms such as SharePoint, Confluence, ServiceNow, or WordPress.
  • Strong project coordination skills, including managing multiple workstreams, stakeholders, deadlines, review cycles, risks, and priorities while maintaining quality.
  • Experience developing reports, dashboards, trackers, metrics, or status updates that communicate progress, risks, resource needs, content health, or improvement opportunities.
  • Working knowledge of accessibility, plain-language, usability, and quality assurance practices for digital, document-based, and training-adjacent content.
  • Ability to evaluate and responsibly apply AI-enabled tools to improve content development, workflow design, quality assurance, and knowledge organization.
  • Excellent facilitation, consultation, stakeholder engagement, writing, editing, presentation, and decision documentation skills.

Preferred Qualifications:

  • Experience supporting the Department of Veterans Affairs, Department of Health and Human Services, Department of Defense, or other federal health care, public health, training, or human services organizations.
  • Experience leading content strategy or knowledge management within a federal consulting, professional services, health communications, learning and development, technical assistance, or digital transformation environment.
  • Experience with content lifecycle operations for service desks, knowledge bases, web portals, intranets, communities of practice, training support products, technical documentation, or user support ecosystems.
  • Familiarity with Section 508, plain-language, human-centered design, user research, service design, agile delivery, change management, or content design methods.
  • Relevant certification or training in knowledge management, content strategy, UX content design, accessibility, AI, agile delivery, project management, or change management.

Supervisory Responsibilities: This position may supervise one or more employees.

Work environment and physical requirements: Prolonged periods sitting at a desk and working on a computer. 

The base salary range for this position is $75,000.00 - $119,900.00. The base salary range represents the low and high of the company’s pay range for this position. The budgeted starting salary is in the lower half of this range. Individual compensation will vary based on experience, skills, qualifications, internal equity, and business needs. Full-time employees are eligible for comprehensive health and wellness benefits, 401(k) employer contributions and matching, and other benefits.
