[What the role is]

The Senior Manager (Admin & Operations) plays a pivotal role in the Chingay Organising Team within the Arts & Culture Division (ACD), driving the operational and administrative excellence that underpins the successful delivery of the Chingay Parade. This role contributes directly to the success of the parade by ensuring that all aspects of parade management, stakeholder engagement, and organisational support are executed effectively and cohesively.
He/She leads the planning and execution of parade and site operations, taking ownership of stakeholder engagement, security, crowd and traffic management, and related logistics through close collaboration with government agencies and volunteers. He/She is accountable for ensuring that operational plans are robust, risks are managed, and on-ground execution meets the standards expected of a national event.
He/She oversees the full spectrum of administrative and secretariat functions for both Chingay and ACD, ensuring sound governance across procurement, financial auditing, reporting, and work schedule management. He/She also manages key stakeholder relationships to support the broader organisational objectives of the division.
He/She leads and develops a manager responsible for site and carpark management, and concurrently serves as Production Manager for performing groups, guiding them in delivering performances that meet the creative and operational standards of the Chingay Parade.

[What you will be working on]

  • Lead the planning and execution of the overall Chingay operations plan, covering crowd, security, and traffic management, for clearance with the Singapore Police Force (SPF). Coordinate with agencies such as SPF, Traffic Police, the Land Transport Authority, and public transport operators on the arrival and dispersal of over 20,000 attendees, barricade and concrete block planning, and security screening of ticket holders and participants.

  • Build and nurture strong relationships with Chingay partners, stakeholders, volunteers, and supporters to secure sustained commitment and support for the Chingay Parade.

  • Engage and manage key stakeholders — including venue owners, hotels, and government agencies — to align their support with the operational and strategic needs of the Parade.

  • Oversee and supervise the Manager responsible for parade venue and site management, ensuring all site operations are well-coordinated and executed to standard.

  • Recruit, plan, and manage the deployment of parade management volunteers to support the smooth running of Chingay operations.

  • Provide secretariat support for parade operations and coordinate with Chingay working committees, partners, government agencies, and performing groups to ensure the smooth organisation of the Parade.

  • Serve as ACD Procurement Manager, vetting procurement paperwork for accuracy and ensuring staff adhere to government procurement guidelines.

  • Assist in the external auditing of Chingay accounts to secure funding.

  • Monitor and manage the Chingay operations budget.
