Position Description

The mission of the Anoka County Finance department is to enrich our community by providing quality services and assuring financial integrity. We are seeking a Senior Manager to lead our Treasury, Accounts Payable, and Collections & Billing divisions. This role provides strategic leadership across key financial operations, ensuring compliance, accuracy, and efficiency. The Senior Manager evaluates and directs day‑to‑day workflows, supports staff development, strengthens internal controls, and advises senior leadership on treasury and financial operation matters.

This is a full-time, exempt, hybrid position. Interviews will take place the week of September 14th, 2026 for those selected to move forward in the hiring process. 

Pay & Benefits

  • Anoka County Salary Schedule Grade 39: $107,993 to $151,112 annually ($51.92 to $72.65 per hour).

Work Location

  • This position will work between the Anoka County Government Center, 2100 3rd Ave, Anoka, MN, 55303

  • Upon successfully completing probation, this position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office as business needs allow.

  • Expected work hours are Monday – Friday, 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities

  • Manage one or more subfunctions for the Finance Department and provide direction to individual contributors directly or through a team of managers to prioritize workloads, coach/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.  

  • Develop comprehensive strategic plans for Anoka County’s current and future accounting needs.

  • Lead accounting operations and establish goals that align with the overall mission of the organization.

  • Serve as direct liaison with Anoka County stakeholders, facilitate meetings, promote feedback and establish open communications.

  • Advise senior leaders regarding matters, such as effective use of resources and methods. Interpret accounts and reports to senior leadership.

  • Manage the modification of financial/accounting systems and sub-systems and supervise or perform the related studies and analyses that may be required.

  • Mitigate risk through audit procedures.

  • Ensure accuracy of internal and external financial statements and reports.

  • Evaluate and make improvements to accounting processes and policies while ensuring practices comply with organization accounting policies and applicable laws and regulations.

  • Evaluate department budget and costs associated with the accounting function.

  • Provide leadership, coaching, and work direction and managing activities of the accounting team.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Bachelor's degree.

  • Six years (2,080 annual hours) of job-related experience in accounting, finance, or other closely related field.

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in accounting, business, finance, or a closely related field.

  • Eight years (2,080 annual hours) or more of job-related experience in accounting, finance, or other closely related field.

  • Experience leading teams and creating positive and productive work environments.

  • Possess a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) license. 

  • Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge. 

  • Ability to analyze, develop and interpret rules, regulations, policies and practices. 

  • Strong verbal and written communication skills. 

Physical Demands and Work Conditions

  • Standard office environment.

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness.

  • Hearing abilities required for general and phone communication, signals, and machine sounds.

  • Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills.

  • Assignments may require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing to assist county employees.

  • Physical activity may include repeated bending, stooping, reaching, frequent wrist and finger manipulation to complete computer work, and occasionally pushing carts to transport equipment.

  • Regular lifting of 20-50 lbs. while moving materials.

  • Equipment used includes computers, phones, and standard office equipment in addition to IT maintenance equipment depending on assignment.

  • IT maintenance equipment may include but is not limited to hand and power tools, electrical and electronic installation and testing tools/instruments, and personal protective equipment.

  • Occasional travel to other county work sites as needed.

  • Travel between work sites may require driving a county vehicle and/or a personal vehicle.
