Core work hours between 7:00 a.m. and 5:00 p.m. Eastern Time, Monday through Friday

Job Description:

The Senior Management Analyst supports the Deputy Chief of Staff, G-4 Geographic Information System and Real Property Analysis program by conducting real-property evaluations, analyzing associated business processes, and developing operational and procedural documentation that helps Army organizations operate more efficiently and effectively.

The Senior Management Analyst develops strategies for acquiring and analyzing Headquarters Installation Information System data using associated relational databases. The position reviews object models, data models, and metadata repositories to structure information for improved management and faster access. The Senior Management Analyst applies senior-level experience and knowledge to key tasks and high-impact assignments involving Army real-property inventory, Installation Geospatial Information and Services data, authoritative information systems, workflow improvement, data reconciliation, and management analysis.



Primary Duties:

  • Conduct real-property evaluations and evaluate supporting operational procedures.
  • Analyze existing real-property and GIS-related workflows to identify opportunities for improved efficiency, consistency, data accessibility, and management control.
  • Develop and document operations manuals, procedures manuals, standard operating procedures, workflow descriptions, and related management products.
  • Develop strategies for acquiring, organizing, and analyzing HQIIS data through associated relational databases.
  • Review object models, data models, and metadata repositories to improve how data is structured, managed, retrieved, and used.
  • Support analysis of discrepancies among HQIIS, GFEBS/PRIDE, and IGI&S information when assigned to applicable task activities.
  • Support the development of findings, processes, technical documentation, management options, and data-driven recommendations for Government consideration.
  • Support installation real-property and IGI&S workflow assessments associated with reconciliation, physical inventories, audit preparation, unconsolidation, data quality, and emerging Army directives.
  • Assist with the development or improvement of local Real Property/GIS Management SOPs and internal training plans during installation-support activities.
  • Prepare accurate, complete, and professionally written analyses, procedures, meeting notes, reports, briefings, and supporting documentation.
  • Track assigned actions and provide information needed for monthly status reports and the annual task-execution report.
  • Coordinate with GIS, real-property, training, software-quality, business-intelligence, and project-management personnel.
  • Participate in Government meetings, conferences, briefings, and installation engagements as required.
  • Protect proprietary information, Government information, personally identifiable information, and other sensitive information accessed during contract performance.
  • Clearly identify all work products and communications as contractor-generated when required.



Mandatory minimum qualifications:

  • Education: A Bachelor of Science degree in a relevant field of study.
  • Demonstrated understanding of Department of Defense and Army real-property policy and guidance.
  • Demonstrated understanding of Army IGI&S policy and guidance.
  • Demonstrated understanding of the most recently published DCS G-4 IGI&S Quality Assurance Plans.
  • Demonstrated understanding of the most recent SDSFIE Army Adaptation.
  • Demonstrated understanding of Esri ArcGIS application software.
  • Experience conducting real-property evaluations and analyzing procedures.
  • Experience preparing operations manuals, procedures manuals, SOPs, or comparable procedural documentation.
  • Experience developing strategies for obtaining and analyzing HQIIS or sufficiently comparable relational-database information.
  • Experience reviewing object models, data models, and metadata repositories to improve data structure, management, and accessibility.
  • Experience and knowledge applicable to key tasks and high-impact assignments.
  • Ability to analyze complex real-property, GIS, procedural, and data-management issues.
  • Ability to convert analytical findings into accurate and usable procedures, manuals, reports, and management documentation.
  • Ability to communicate effectively with Government representatives, Army installation personnel, functional specialists, and technical team members.
  • Ability to produce factually accurate deliverables free of grammatical and spelling errors.
  • Ability to perform as an experienced professional acceptable to the U.S. Army.

Desired qualifications:

  • Direct experience with Army real-property inventory, HQIIS, GFEBS, PRIDE, or installation IGI&S environments.
  • Experience reconciling real-property and geospatial records.
  • Experience applying RPIM business rules, Army IGI&S QAP requirements, or SDSFIE Army standards.
  • Experience supporting Army audit readiness, physical inventories, deemed-cost initiatives, or real-property data-quality improvement.
  • Experience developing installation-level SOPs, procedural manuals, analytical reports, and management recommendations.
  • Experience working with relational databases, metadata repositories, object models, and data models in a DoD environment.
  • Experience briefing senior Army, DoD, or federal stakeholders.
