The Role

The Senior Land Records Specialist is a key member of the national lands team responsible for land use, land transactions, and land records.

Scope:

  • Western operations encompass approximately 1.7 million acres.
  • Develop and maintain collaborative internal and external relationships.
  • Focus on all aspects of land use including dispositions, acquisitions, encumbrances, permits, leases, and licenses.
  • Land record data management.
  • Field work as needed.

Location:  Proximity to Spokane, WA/La Grande, OR/Coeur d'Alene, ID

Position Responsibilities:

  • Support people and environmental stewardship objectives.
  • Lead the small parcel disposition program including planning, analysis, listing, cert form preparation, recommendation preparation, and FSA-135 reporting.
  • Receive, analyze, negotiate, and develop recommendations for unsolicited land purchase inquiries.
  • Support large acquisition and disposition efforts.
  • Manage BLM and USFS and other long-term land and road use permit needs.
  • Participate in BLM and USFS subcommittee and cooperator meetings and training as applicable.
  • Lead long term land use encumbrances such as road access, conservation easements, commercial enterprises, etc. Including agreement negotiation and administration.
  • Lead land use dispute inquiries ingress/egress, property line concerns, deed corrections, easement concerns, etc.
  • Conduct field visits as needed associated with the implementation of assigned responsibilities.
  • Handle acres under management (AUM) reporting requirements.
  • Lead REIT compliance.
  • Acquire and maintain SAMS registration as needed.
  • Review and approval of associated legal costs.
  • Lead the property tax program.
  • Special projects as requested.

Required Qualifications:

  • A degree in forest resources management, paralegal or equivalent experience.
  • Land brokerage experience.
  • Experience with land records management, land title, permits, easements, contracts, investment modeling, land management plans, land records, database systems, project management, real property legal descriptions, leases, easements, permits, and licenses.
  • Experience reviewing and preparing lands documents including legal descriptions.
  • Experience with property tax management.
  • Knowledge of the forest industry.
  • Experience with business systems.
  • Experience with MS Office and GIS Products.
  • Exceptional organizational and communication skills.
  • Valid driver’s license and insurance.

Salary range is expected to be between

$71,550.00 USD - $119,250.00 USD

The actual salary will vary depending on local market conditions, geography and relevant job-related factors such as knowledge, skills, qualifications, experience, and education/training.
