The Role

FHI 360 is seeking a Senior Knowledge Management (KM) Advisor to oversee KM aspects of the USAID Global Resilience Against Drug-Resistant Tuberculosis (GRAD-TB) project. GRAD-TB is a five-year cooperative agreement targeting drug-resistant tuberculosis as part of USAID’s Global TB Strategy. The project will focus on providing DR TB technical assistance to USAID’s TB priority countries. The Senior KM Advisor will oversee the day to day technical and operational aspects of the KM portfolio. This role will also support or lead the development of KM activities for other national, regional, and global initiatives. They will prepare project and donor reports and drafts publications and external communications and lead the development or revision of best practice documents. They will coordinate and work with a diverse group of organizations, such as the Ministry of Health and Social Welfare (MOHSW), district health staff, several international and national development partner organizations, and the USAID mission to complete work.

Accountabilities:

Technical Requirements:

  • Leads the synthesis and curation of evidence and experience emerging from the project’s programming and routine data analysis.

  • Leads the development and execution of communications and dissemination strategies for project knowledge projects, including liaising with FHI 360’s corporate communications team, USAID’s communications team, and other strategic partners.

  • Works on problems of complex scope that require evaluation of variable factors.

  • Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.

  • Networks with key internal and external personnel.

  • Provides input to senior technical leadership on guidelines and normative policies.

  • May interpret findings and make recommendations for improvements.

Project Design Implementation:

  • Work closely with senior project management to determine knowledge management priorities of the project and provide technical support for all project knowledge management activities. 

  • Leads the creation of the technical portion of the project plan of a complex project or multiple projects, within the given resource and financial constraints.

  • Serve as point of contact and interact independently with project field-based colleagues on the production of knowledge management deliverables and keep senior project management apprised of activity progress.

  • Design and coordinate virtual and, where appropriate, in-person learning exchange activities.

  • Work closely with science writers, editors, designers, and language translation specialists to produce high-quality, audience-appropriate print and digital knowledge products, including peer-reviewed publications, blog posts, photo essays, technical briefs, reports and fact sheets, conference abstracts and presentations, and training materials and other technical tools.

  • Coordinates with technical and programmatic staff members to ensure that activities are performed as per award requirements and consistent with FHI 360 policy.

  • Provides broad global technical leadership to multiple components for moderate to complex programs.

  • Defines and develops solutions for major business or functional challenges.

  • Influences design and scope of KM initiatives and programs.

  • Develops strategies and tools for the design and implementation of specific KM components.

  • Coordinates with employees and consultants, on-site and in the field for situations that are less routine and more unusual.

Project/Program Reporting:

  • Contribute to the preparation of annual work plans and progress reports in a timely fashion for submission to USAID.

  • Reviews sponsor financial and technical reports.

  • Prepares and delivers presentations to sponsors on progress.

  • Coordinates with sponsors and partners on activities.

Quality Assurance:

  • Ensure that knowledge management activities are implemented according to established standards and meet contractual obligations; provide TA to others on those standards; and review/assess performance against standards.

  • Proactively identifies risks or challenges to technical deliverables and creates mitigation plan.

  • Reviews, analyzes, and evaluates the effectiveness of projects and makes recommendations for enhancements.

  • Ensures the quality of implemented technical activities and systems at all levels.

Other responsibilities:

  • May supervise team members, monitor performance, and lead professional development efforts.

  • Engage in business development activities as required.

  • Other duties as assigned.

Problem Solving & Impact:

  • Is sought out to provide advice or solutions and is informed about current developments around technical area.

  • Works under broad direction with considerable latitude for independent action.

  • Specific actions are guided primarily by professional standards and expected outcomes of the project.

  • Decisions and actions have an impact on the smooth operation and timeframes of the unit programs/projects; impact on the broader organization is generally indirect.

  • Problems encountered are complex and may involve unprecedented circumstances; resolution requires investigation, analysis, and review of professional/organizational standards.

  • Faulty decisions or recommendations will normally result in critical delays and modifications to projects or operations, cause substantial expenditure of additional time, resources, and funds; and jeopardize future business activity.

Supervision Given/Received:

  • May manage activities of lower-level staff, however, main function is individual contributor.

  • Work is reviewed in terms of meeting the organization’s objectives and schedules.

  • Plays a coaching and mentoring role for others; may assist in team management as necessary, although has no formal people management responsibility.

  • Will report to the GRAD-TB Project Director.

Qualifications:

  • Master’s Degree or its international equivalent in knowledge/information services or related field.

  • Project Management (PM) Certification preferred.

  • 12+ years of relevant experience in knowledge management with progressive degrees of responsibility.

  • Prior USAID experience required.

  • Demonstrated experience developing tools and trainings, with expertise in building systems for KM.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • General understanding of the external environment and how it affects the industry in general and the organization, including political, legal, environmental, financial, and social influences.

  • Strong diagnostic, analytical and problem-solving skills.

  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.

  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues.

  • Fluency in English is required; knowledge of French, Spanish, Portuguese, or Arabic is an added value.

  • Past experience working on global health projects is an advantage.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit or stand for extended periods of time.

  • Ability to lift or move up to 5 lbs.

Technology to be Used:

  • Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Typically 20%.

The expected US-based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: $124,000 - $160,000

International hiring ranges will differ based on location.
