Opportunity awaits! We are seeking a self-starter, critical thinker and collaborative teammate! We are hiring a Senior Human Resources Business Partner (Human Resource Analyst 3) to join our Employee and Labor Relations team.
In this position, you will provide outstanding customer service in a variety of human resource services to diverse groups with a focus on labor and employment matters, coaching and consultation, performance management, investigations, and complaint resolution. You will perform professional level technical, and analytical work in support of the State of Oregon Human Resources management. Summary of Duties
As a Senior Human Resources Business Partner, you will:
Collaborate with union representatives, managers and employees to explore issues and common interests to problem solve and negotiate resolution.
Provide consultation and technical assistance to management in interpretation and application of collective bargaining agreements and other policies and procedures.
Consult on organizational and people issues, leadership effectiveness, performance feedback, professional development, talent management, team dynamics, culture and change management.
Investigate charges or policy or program violations by employees and management.
Gather documentary evidence, interviewing witnesses, staffing with peers and Senior HR leadership for input, recommending levels of discipline, if any, writing comprehensive reports, writing clear and concise disciplinary documents.
Analyze management and compensation concepts for possible inclusion in the state’s management proposals to bargaining units.
Collaborate with the Oregon Department of Risk Management Division or the Department of Justice, for coordinate of records requests and/or to testify at arbitration, Employee Relations Board (ERB) hearings or, in court.
Minimum Qualifications
A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position; OR
Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; OR
Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.
Essential Attributes

Experience providing HR consultation and technical assistance including interpreting collective bargaining agreements, policies, and procedures.
Experience conducting workplace investigations regarding employment matters, discrimination and harassment complaints.
Experience gathering information and analyzing facts, developing solutions to workforce issues, and communicating complex concepts using professional verbal and technical writing skills.
Experience coaching and consulting involving human resource topics such as discipline, employee development, and resolving conflicts.

Working Conditions
This job-share position requires the incumbent to work a professional 20 hour work week where the hours of work fluctuate on a daily and weekly basis.
Subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues.
Contact with employees, clients, other agency representatives and members of the public in potentially elevated or heightened conversations. Occasional overnight travel may be required.
Occasional travel requires that the incumbent have a valid driver’s license or an alternative form of transportation.
