Your New Role

As a Permanent, full-time, Human Resource Analyst 3, you will provide consistent and accurate Human Resource advice and consulting services to the Parks and Recreation Department managers and employees statewide, including providing leadership and direction in all areas of employee and labor relations. You will solve difficult human resource issues having broad potential impact on the Agency’s ability to successfully conduct its mission in addition to representing the Agency and the State of Oregon through the participation as a member of State Management Collective Bargaining Negotiation teams (AEE and SEIU Coalition). The position utilizes extensive knowledge and experience of personnel laws, rules, policies, and practices to solve highly complex and sensitive personnel issues.  You will determine and recommend agency action on disciplinary matters, grievance resolutions and other personnel related matters. This position is considered a senior level HR team member and provides day-to-day guidance to other HR team members to support the HR mission for the agency to attract, hire and retain a qualified and diverse workforce.

These positions have the potential for hybrid-remote work; however, travel expenses to Salem for required in-person duties are not reimbursed.

Minimum Qualifications:

  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; AND three years of Human Resource professional-level experience related to the position.

-OR-

  • Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND four years Human Resource professional-level experience related to the position.

-OR-

  • Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.

  • A Master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.
     

  • Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

Special Requirements:

  • To be hired, a criminal record and driving record check must be completed that meets OPRD Criteria at the time of hire, and throughout employment while also maintaining a valid driver’s license.

Desired Attributes:

  • Experience in negotiating skills and labor relations in a union environment.

  • A broad knowledge of the best practices and principles of human resource management and the skills necessary to apply HR services.

  • Demonstrated ability to manage organizational change and conflict.

  • A proven track record in serving and working effectively with internal and external organizations, staff, and labor organizations.

  • Proven experience working on a productive team focused on customer service and outcomes.

  • Experience coaching through performance management.

  • Excellent verbal and written communications skills, including writing investigation reports.

  • Experience in promoting a culturally competent and diverse work environment and an understanding of the importance and value of diversity in the workforce.

  • Ability to travel in state to meetings and park locations on a regular basis.
