Position Charter

The Senior HR and Talent Acquisition Manager is responsible for leading the organization's talent acquisition, onboarding, workforce planning, and compensation strategy initiatives. This position partners closely with business leaders to identify talent needs, attract and retain highly qualified employees, develop effective onboarding experiences, and design competitive compensation structures that support organizational objectives. The Senior Human Resources and Talent Acquisition Manager leverages workforce data and market intelligence to develop programs that strengthen the employee experience, improve talent outcomes, and support the company's long-term growth strategy. This position is classified as full-time and exempt under the Fair Labor Standards Act (FLSA).

Reporting Relationships

The Senior HR and Talent Acquisition Manager reports to the Director, Human Resources.

Major Duties and Responsibilities

  • Leads and oversees the full-cycle recruitment process for exempt, non-exempt, technical, professional, and management positions.
  • Develops and executes talent acquisition strategies that support organizational goals and workforce planning initiatives.
  • Partners with hiring managers and business leaders to identify staffing needs and build effective recruiting plans.
  • Establishes and maintains talent pipelines through networking, educational partnerships, recruiting events, employee referrals, and external recruiting partners.
  • Oversees the onboarding process and new hire integration programs to ensure a positive employee experience and successful transition into the organization.
  • Evaluates onboarding effectiveness and implements continuous improvements to increase engagement, productivity, and retention.
  • Provides leadership, coaching, and direction to Talent Acquisition team members.
  • Collaborates with HR Managers on workforce planning, succession planning, and organizational development initiatives.
  • Partners with HR Managers to develop and maintain compensation structures, salary administration programs, market pricing analyses, and career progression frameworks.
  • Assists with compensation benchmarking and provides recommendations regarding market competitiveness and internal equity.
  • Creates and maintains job descriptions and supports job evaluation and organizational design efforts.
  • Utilizes workforce analytics and recruiting metrics to evaluate hiring effectiveness, turnover trends, and talent acquisition performance.
  • Maintains knowledge of labor market trends, recruiting best practices, compensation practices, and emerging workforce strategies.
  • Builds strong partnerships with business leaders to understand workforce challenges and develop talent solutions.
  • Serves as a strategic advisor on recruiting, onboarding, workforce planning, and talent management initiatives.
  • Maintains regular and reliable attendance.
  • Upholds and adheres to the Tosoh culture and Guiding Principles.
  • Performs other duties as assigned.

Education

  • Bachelor's degree in Human Resources, Business Administration, or a related field required. Master’s degree a plus.

Skills and Qualifications

  • Minimum of 10 years of progressive Human Resources and/or Talent Acquisition experience.
  • Minimum of 5 years of leadership experience within Talent Acquisition or Human Resources.
  • Demonstrated experience developing and executing recruiting, workforce planning, and onboarding strategies.
  • Working knowledge of compensation administration, salary benchmarking, and job architecture concepts.
  • Strong understanding of employment laws and Human Resources best practices.
  • Experience supporting manufacturing and professional employee populations preferred.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.

Physical Requirements

This is primarily a sedentary job that requires:

  • Mobility & Posture: Ability to remain in a stationary position (sitting or standing) for prolonged periods, with occasional movement within the office to access files, equipment, or attend meetings.
  • Manual Dexterity: Frequent use of hands and fingers for typing, writing, operating office equipment (e.g., computer, phone, copier, scanner).
  • Vision: Ability to read printed materials and view information on a computer screen for extended periods, with or without corrective lenses.
  • Hearing & Speech: Ability to hear and respond to verbal communication in person and via telephone or virtual platforms; clear speech for effective communication.
  • Environmental Conditions: Work is performed in a climate-controlled office environment with moderate noise levels from office equipment and conversations.
  • Lifting & Carrying: Ability to lift, carry, and move office supplies or equipment weighing up to 20 lbs. occasionally.
  • Reaching & Bending: Occasional reaching above shoulder level, bending, or stooping to retrieve or store materials.

Skills Required

  • Bachelor's degree in Human Resources, Business Administration, or a related field

  • At least 5 years of leadership experience within Talent Acquisition or Human Resources
