LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior HIV Technical Advisor, Integration will serve as a subject matter expert and advisor to the National AIDS Commission (NAC), with a focus on quality of care for affected people living with HIV (PLHIV) and/or those at high-risk. Priority areas will include assessing and strengthening integrated delivery of HIV and other health services into primary health care. Two models received legacy PEPFAR funding that require greater attention and local ownership by the Government of Malawi (GOM) and communities: single-disease specialized services in health facilities designated for hard-to reach sub-populations and training competent client-friendly frontline healthcare workers leading service provision within the public sector. The HIV Advisor will work closely with stakeholders to document and share the barriers and responses to continuity of integrated service. The position description outlines the role of an embedded advisor to support the Government of Malawi in advancing a country-led, high-impact, and sustainable integrated HIV response. The Advisor will support the NAC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

Responsibilities

Assessment and Action Planning

  • Examine the current state of service delivery for up to two affected groups such as children, adolescent girls and young women, and/or other clients identified as high-risk
  • Provide direct technical assistance and programmatic recommendations to guide improvements in integrated service delivery models and practices especially in hard to reach areas and the community.
  • Assist GOM through NAC with multisectoral stakeholder engagements or national dialogues on models of integrated care for priority hard to reach clients.
  • Document lessons learned from implementing partner experiences and district health facilities guided by GOM-recommended area of priority.

Partner Coordination and Knowledge Management

  • Advance technical approaches and health facility best practices through a network of champions for the affected population and holistic care delivery.
  • Support community inputs particularly sub populations in the simplified service delivery models guidelines and implementation guidelines into primary care.
  • Collaborate with national and subnational stakeholders to strengthen and complement tools and guidelines that promote quality of care in counselling, treatment and integrated health services.

Key Deliverables

Strategic Reports and Documentation

  • Minimum of two high-quality technical briefs summarizing progress in HIV integration, partner transitions and/or achievements, challenges, and recommendations by geographical area.
  • Monthly activity reports submitted to LEAP highlighting technical assistance provided, key outcomes, and next steps.

Stakeholder Engagement Outputs

  • Written summaries of at least one key stakeholder meetings per month (health, Global Fund, or national technical working groups) capturing decisions, action points, and follow-up requirements.
  • Quarterly report supporting integrated health priority areas of GOM for multi-disease program synergies.

Capacity Strengthening and Knowledge Management

  • Documentation and dissemination of at least two integration best practices or innovations for national or subnational scale-up.

Field Visit Reports

  • Conduct and document at least one field visit per month, providing detailed observations of integrated service program implementation, data quality, and recommendation on service delivery improvements.

Supervision

In addition to your LEAP Global supervisors and POCs, Senior HIV Advisor (Integration) will report to the Health Assistance Coordinator and his/her designee and has no formal supervisory responsibility.  Incumbents may also have an onsite manager/supervisor with the coordinating NAC who provide day to day direction defined in the roles and responsibilities above.  


Reporting:

The Senior Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Specialist will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the AOR/COR.


Location:

The Senior HIV Technical Advisor will work 20% of his/her time directly with the U.S. Embassy Foreign Assistance Team and 80% of his/her time embedded with the Government of Malawi

Qualifications
  • Advanced degree (Master’s degree or higher) in Public Health, Pharmacy, Business Administration, or a related field.
  • Minimum of 7 years of progressively responsible experience in public health, monitoring and evaluation in Malawi.
  • Demonstrated expertise in:
    • Clinical and community-based HIV and health service delivery
    • Multi-disease programming and/or health policy
    • Experience supporting Government and implementer engagement
  • Strong analytical, writing and information dissemination.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent written and verbal communication skills in English and Chichewa.
  • Ability to work collaboratively with government officials, donors, and other stakeholders in a multicultural environment.
