Job Summary
Provide integrated capital project cost management across NIPSCO. Seamlessly integrate project management methodology, processes, tools, techniques, and information management systems to effectively manage project costs throughout the project life cycle and manage aggregate capital reporting and reallocation processes. Relate other subsidiary project management systems with cost management; integrate cost management processes with the other core management systems; scope, cost, schedule and risk management.
Perform integrated cost initiation, cost planning, cost execution, cost monitoring, cost control, cost closure, and cost lessons learned within and between projects across NIPSCO.
Expand proficiency in scope management, schedule management, quality management, and risk management and provide integrated project planning and baseline development. Integrate risk management with project estimating; time phase planning costs throughout the project schedule; apply earned value planning, reporting and management. Establish effective cost and schedule forecasting; apply quality planning and control for proactive cost (opportunity) management. Utilize knowledge of work completed concepts to provide real time tracking and analysis of monthly NIPSCO forecasted spend.
Integrate cost engineering and project management capability and competence using industry standards (AACE, PMI, Construction Management Industry, etc.) and best practice application to integrate knowledge areas for optimum application.
Engage organizational owners to integrate cost management with schedule management, risk management, and project quality management. Utilize effective communication processes to disseminate relevant and timely cost information to enhance capital program decision making.
Apply risk and quality management to drive objective based management to increase capital program performance.
Cost Subject Matter Expert in forecasting, accruing for, and tracking construction (time and material, milestone EPC, unit, target price), engineering and material supply contracts.
Subject Matter Expert in identification, design, development, and departmental training of project cost management tools and techniques.
Essential Functions
- Increase team proficiency in cost analysis and integrated cost and schedule forecasting using quantitative risk management tools and techniques (Expected Monetary Value and Sensitivity Analysis) to better predict project cost performance and enable timely corrective, preventive, and predictive action.
- Develop qualitative integrated project baselines that are used to effectively measure project performance and provide the ability to take corrective / preventive / predictive action. Applies integrated objective risk management to the project baselines to optimize project risk responses.
- Performs contract reviews relative to payment requirements and supporting documentation.
- Applies core project controls expertise.
- Directs capital program cost effort.
- Tailors cost management processes to specific contract or project requirements.
- Tailors / creates cost management tools / techniques to advance cost performance.
- Provides continuous life cycle cost estimating / forecasting with increased predictability.
- Assist Project Managers and Project Cost and Budget Analysts in the accrual process, single point of accountability for accrual submittals. (aggregate in excess of $150M per month)
- Evaluate manpower, labor hours, and labor cost requirements versus budget limitations, perform cost and schedule analysis, and make corrective/preventive recommendations.
- Maintains / manages capital program Estimate at Completion and recommends areas of improvement to organizational owners and executives.
- Perform standard and advanced project and special project cost reporting as anticipated for the project stakeholders, organizational owners, and executives; compiles and produces cost reports as needed.
- Uses schedule analysis techniques to optimize schedule and cost performance; identifies corrective, preventive, and predictive project actions to enhance probability of achieving project objectives.
- Apply integrated project management proficiency in core integration, scope, cost, and schedule.
- Optimize product life cycle costing competence.
- Assist the project management team, Major Project managers, Director, and other relevant stakeholders in retrieving cost management information and reporting.
- Applies integrated thinking to cost management that facilitates improved objective performance.
- Utilize communication competence to drive effective project cost decision making.
- Development of Executive reporting from aggregation of multiple department capital financial information.
- Departmental integration and distribution of financial reports to executives, organizational owners and stakeholders on a weekly and monthly basis.
- Manage auditing of project controls major projects processes, cost tools, techniques and performance.
- Manage quarterly SOX compliance audits.
- Analyze departmental financial processes and outputs for monthly forecasting, accruals, variances, etc.
- Compilation, analyzation and dissemination of monthly and yearly NIPSCO capital forecast information.
- Manage risk identification to NIPSCO monthly, quarterly, and annual capital spend and provide recommendations for executive reallocation.
- Manage the NIPSCO Capital Reallocation Process inclusive of tracking of all departmental and executive reallocations and resulting executive approvals and reporting; integrate reallocation into capital plan.
- Individual single point of contact for NIPSCO month/year end capital spend reporting and associated variance explanation.
- Manages in a matrix environment having principal responsibility for leading the NIPSCO annual capital planning cycle and long-range planning process across all NIPSCO departments.
- The Senior Financial Analyst Project Controls will manage in accordance with Industry standards, the NiSource Project Management Guidelines and Standards, and industry best practices.
- Project Controls subject matter expert on Capital Governance application to the capital portfolio.
Required Qualifications For Position
- Bachelor's Degree
- 8 years financial / cost management experience.
- Experience in executive reporting and presentation.
- Integrated knowledge base in project scope-schedule-cost, and risk-quality management.
- Integrated comprehension and application of project management subsidiary guidelines, standards, processes, and job aids.
- Integrated proficiency in risk and quality management tools and techniques.
- Leads (situational leadership), inspires, motivates project stakeholders in concert with effective stakeholder management using cognitive ability, personal effectiveness, innovation, value-based decision-making, integrated communication (soft and hard skills); conflict resolution, team work, team building.
- Manages executive, internal and external project stakeholders using cognitive ability, personal effectiveness, innovation, value-based decision-making, integrated communication (soft and hard skills); conflict resolution, and team work.
- Experience in large capital projects and capital portfolio financial analysis.
- Valid driver’s license.
Preferred Additional Qualifications for Position
- Bachelor's Degree in Accounting, Business Mgmt or Finance
- Ability to develop/review project estimates and build project budgets; read and analyze project schedules.
- Ten years of experience working in Microsoft Excel, or equivalent software program, with responsibilities for data manipulation, integration and subsequent report generation.
