PATH is currently recruiting for a Senior Finance and Operations Manager for the Malaria and NTDs and Epidemic Preparedness and Response portfolios. The Senior Finance and Operations Manager will be a leader in the areas of operations and financial management for donor funded projects and will work closely with Project Directors to ensure operational aspects of projects are well-managed and meet donor and PATH requirements. Reporting to the Epidemic Preparedness and Response portfolio leader, with a matrixed reporting line to the MNTDs-EPR department Director of Finance and Administration, the Senior Finance and Operations Manager will liaise with PATH’s business and financial operations teams and provide oversight over project activities and sub-award management. They will develop budgets and ensure compliance with donor rules and regulations, and support the development and updating of project systems and procedures. The Senior Finance and Operations Manager will manage the contractual, financial, and compliance requirements of the project. They will provide guidance to the technical team regarding compliance; ensure financial allowability, allocability, and reasonableness of costs; and provide oversight and guidance to financial management practices.

Responsibilities:

Budget and Financial Management

  • Develop, manage and monitor PATH and donor project budget(s), including the preparation of yearly financial reports, monthly pipeline reports, etc.
  • Manage financial aspects of activities, including monitoring project expenses against donor and annual budgets, monitoring labor spending against approved budgets, reviewing general ledger transactions for appropriateness and accuracy, forecasting project expenditures, and correcting budget and coding problems in a timely manner
  • Ensure timely and complete financial reporting according to donor requirements
  • Prepare regular financial analysis and reporting to facilitate project decisions
  • Advise teams on long-range budget/planning issues; staffing resources; monitor expenses and budgets; implement financial tracking systems; and conduct financial analyses including forecasting and pipelines
  • Provide administrative, financial oversight and management support to PATH field supported activities
  • Review and approve financial transaction documentation, ensuring it is complete, accurate, and complies with applicable polices and internal procedures

Sub-recipient management

  • Coordinate the issuance of sub-agreements and subcontracts to project partners and vendors, negotiating subcontract/subgrant agreements with support from PATH HQ Office of Grants and Contracts (OGC) in compliance with US Government, and/or other donor procurement regulations and PATH HQ (OGC) guidelines
  • Evaluate subcontractor cost proposals
  • Manage all contractual responsibilities for the project, including (but not limited to) subcontracts, subagreements, collaborative agreements, purchase orders, work orders, and consultant agreements
  • Review contractual scopes of work and devise milestone payment schedules and/or reimbursable payment terms
  • Provide sub-recipients with sufficient guidance and oversight to ensure compliance with PATH and donor rules and regulations
  • Using PATH’s best practices, develop tracking and monitoring systems to ensure timely receipt of all deliverables, adherence with terms of all agreements, and timely payments to sub-recipient organizations and consultants

Compliance, coordination, and operations

  • Ensure compliance with donor rules, regulations, and signed contracts
  • Lead day-to-day administrative support for the project team
  • Serve as a liaison between the project team and PATH shared services groups, such as Procurement, Legal, Human Resources, Finance Planning & Analysis, Accounting, and Grants and Contracts.
  • Ensure compliance with award (Contract, Grant, Cooperative Agreement) requirements and contribute to ensuring timely submission of project deliverables
  • Maintain an active knowledge and understanding of PATH policies and procedures as well as donor rules and regulations; seek out guidance from the relevant authority to resolve policy questions
  • Work with project staff and sub-recipients, including country-based teams, to ensure compliance with PATH and donor requirements
  • Maintain regular communication with and provide support and guidance to country-based administrators for financial, administrative, and operational issues
  • Actively manage donor relationships for financial and administrative aspects, through oversight of all donor management communications including but not limited to: weekly calls, narrative and financial reporting, ad hoc requests
  • Proactively manage changes in project scope and create contingency plans in a constantly changing environment

Strategy & Planning

  • Provide scenario planning from a business development and business modeling perspective
  • Serve as a focal point for the Project Director to further key relationships across new funders and partners
  • Communicate, coordinate, and negotiate with internal and external partners, donors, and stakeholders, including technical leads
  • Support business development activities including program strategy, proposal management, cost & compliance, and proposal development for MNTD program

Required Experience:

  • A bachelor’s degree or higher in a field related to international development or business administration
  • At least seven years of experience in financial management and grants and contract administration, preferable with an international organization
  • At least two years of relevant experience managing USAID awards
  • Extensive knowledge of USAID rules and regulations. Experience with Bill & Melinda Gates Foundation rules and regulations desired
  • Specific experience managing subawards/subgrants/subcontracts. Experience managing awards to/for academic and/or research institutions preferred
  • Effective time-management and organization skills, with the ability to handle a high volume of large, complex tasks
  • Fluency in English is required with strong oral and written presentation skills
  • Proficiency in French is desired
  • Demonstrated ability to work well with cross-functional, cross-geographical teams to accomplish objectives
  • Demonstrated creative problem-solving and lateral thinking ability
  • Strong communication and interpersonal skills, particularly motivational, negotiation, listening, judgment, analytic, and conflict management skills
  • Ability to work effectively in a fast paced, rapidly changing technology environment, and to work on multiple work streams and projects simultaneously

We offer our employees a competitive salary and generous benefits. For candidates based in the U.S., the annual salary range for this position is $135,000 - $170,000. The final salary is based on a variety of objective factors.
