Trility Consulting is seeking a Senior DevSecOps/Cloud Governance Consultant to lead an eight-week engagement focused on establishing practical cloud governance, financial management, and policy standards within a large-scale Azure environment.
This is a hands-on consulting engagement. You'll work directly with the client's cloud infrastructure and IT finance teams to design and implement governance controls that improve cost visibility, resource accountability, policy compliance, and long-term cloud management.
You'll be responsible for turning strategy into working solutions—designing Azure management group structures, developing Azure Policy definitions and initiatives, establishing tagging standards, implementing governance as code with Terraform and GitHub Actions, and identifying actionable opportunities to improve cloud efficiency and financial accountability.
This role requires someone who can comfortably move between technical implementation and executive-level conversations. You'll facilitate discussions with infrastructure, finance, architecture, and data stakeholders; make practical recommendations; document decisions; and coach the client's cloud administrators throughout the engagement.
Trility follows a Coach-and-Contribute model. You'll build alongside the client's team rather than simply delivering recommendations and walking away. The goal is to leave the client with working solutions, clear documentation, reusable patterns, and the knowledge required to independently operate and extend the environment.
This engagement is expected to last approximately eight weeks, with the potential for follow-on work as the client continues its cloud governance and FinOps transformation.
This is a remote 1099 consulting engagement.
What You Will Do
- Assess existing Azure cloud governance, financial management, resource organization, tagging, and policy practices to identify gaps, risks, and opportunities for improvement.
- Facilitate cross-functional discussions to define practical cloud tagging standards, including required tags, allowed values, ownership, inheritance, and exception handling.
- Design and implement an Azure management group hierarchy that supports consistent governance across subscriptions and environments.
- Design, author, and implement Azure Policy definitions and initiatives to enforce governance, security, compliance, and cost-management standards.
- Establish governance as code using Terraform and GitHub Actions, including building deployment workflows and promotion processes from the ground up.
- Implement policies using appropriate effects and rollout strategies, including audit, deny, and exemption approaches.
- Develop compliance reporting and remediation processes that identify non-compliant resources and provide actionable ownership and remediation paths.
- Evaluate Azure cost-management practices, including budgets, alerts, thresholds, approval processes, and cost allocation approaches.
- Conduct Azure optimization reviews covering resource utilization, right-sizing, reservations and commitments, idle or orphaned resources, region and SKU considerations, and other opportunities to improve cloud efficiency.
- Quantify optimization opportunities using defensible methodologies and communicate potential financial impact to both technical and finance stakeholders.
- Develop practical approaches for showback, cost attribution, shared-cost allocation, and resource ownership.
- Evaluate cloud governance and financial management approaches across additional cloud platforms and provide strategic recommendations where appropriate.
- Develop reusable governance patterns, implementation guidance, technical standards, and documentation that can be extended beyond the initial engagement.
- Establish practical processes for maintaining compliance with tagging, policy, governance, and financial management standards over time.
- Partner closely with client cloud administrators through paired implementation, knowledge sharing, and technical coaching.
- Present findings, recommendations, and future-state opportunities to technical leadership and executive stakeholders.
- Develop a FinOps maturity roadmap and prioritized backlog for future phases of the client's cloud governance transformation.
- Create runbooks, documentation, and handoff materials that enable the client's team to independently operate and extend the solutions delivered during the engagement.
What You Bring
- 5+ years of experience in cloud engineering, cloud architecture, DevSecOps, platform engineering, FinOps, cloud governance, or related disciplines.
- Deep hands-on experience with Microsoft Azure cloud governance in enterprise environments.
- Strong experience designing and implementing Azure Management Group hierarchies and organizing enterprise Azure subscriptions.
- Strong hands-on experience with Azure Policy, including custom policy definitions, initiatives, assignments, audit and deny effects, exemptions, and compliance reporting.
- Strong experience with Infrastructure as Code, particularly Terraform, and the ability to build governance deployment workflows rather than simply consume existing pipelines.
- Strong experience with GitHub Actions and modern Git-based development and deployment practices.
- Strong understanding of FinOps principles and practical cloud financial management.
- Experience developing cloud tagging and resource organization standards to support cost allocation, ownership, reporting, and governance.
- Experience with Azure Cost Management, billing data, cost allocation, showback/chargeback concepts, and cloud financial reporting.
- Experience identifying and quantifying cloud optimization opportunities, including right-sizing, idle resources, reservations, commitments, and utilization improvements.
- Ability to connect technical optimization findings to measurable financial impact and clearly explain the methodology behind the numbers.
- Strong understanding of how cloud governance and policy controls can be integrated into provisioning, deployment, and operational processes.
- Ability to assess existing environments, identify gaps, and independently develop practical remediation and implementation plans.
- Strong consulting skills, including the ability to facilitate discussions, influence stakeholders, make recommendations, and navigate competing priorities.
