The Senior Delivery Manager serves as a strategic and operational leader responsible for enterprise delivery health, performance systems, and workforce alignment across OSIT Software Engineering. This role provides matrixed (dotted line) leadership to Delivery Managers and partners closely with Engineering and Product leadership to drive predictable, high-performing delivery systems at scale.
To support this mission, OSIT has initiated a multi year modernization program aimed at updating and enhancing enterprise technology systems in accordance with modern design standards.
Operating above individual products and teams, the Senior Delivery Manager focuses on organizational patterns, systemic risks, and delivery capabilities, using metrics and data to inform decisions and guide improvement. This role serves as a key escalation point for cross-product delivery risks and helps shape the future state delivery organization.
This role does not directly manage delivery personnel. Instead, it enables leaders through frameworks, analytics, governance, and coaching.
You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.
Primary Responsibilities:
  • Strategic Partnership & Enterprise Alignment
    • Serve as a trusted partner and strategic advisor to senior Engineering and Product leadership, driving alignment across delivery execution, workforce strategy, and enterprise priorities
    • Partner at the portfolio level to support scalable product and team structures as products grow or change in complexity
    • Act as the primary escalation point for cross-product delivery risks, systemic blockers, and organizational delivery concerns
    • Drive a culture of transparency, learning, and continuous improvement across engineering delivery
  • Organizational Delivery Metrics & System Health
    • Own enterprise level delivery metrics reporting, aggregating insights from Delivery Managers to assess overall delivery health
    • Identify organizational patterns and systemic issues across products, including predictability, flow efficiency, quality, and sustainability
    • Define, standardize, and govern delivery metrics and health indicators to ensure consistent interpretation and responsible usage
    • Maintain a continuous pulse on agile and delivery health across engineering, escalating concerns with clarity and data-backed insight
    • Communicate portfolio level delivery performance, trends, and risks to senior leadership
  • Delivery Manager Enablement (Matrix Leadership)
    • Provide matrixed leadership and enablement to all Delivery Managers across the organization
    • Establish common expectations for:
      • Delivery health reporting
      • Metrics interpretation
      • Improvement planning
      • Leadership communication
    • Coach Delivery Managers on identifying system level problems and framing insights for executive audiences
    • Ensure Delivery Managers operate consistently while retaining flexibility for product context
  • Performance Management Frameworks & People Systems
    • Design and own performance management templates, tools, and plans used across Engineering delivery roles
    • Partner with Engineering Leaders to roll out and operationalize performance management approaches with their direct reports
    • Ensure performance frameworks:
      • Reinforce delivery excellence and continuous improvement
      • Align with values and outcomes
      • Avoid misuse of delivery metrics at the individual level
    • Support consistency in coaching practices across Engineering leadership
    • Own governance for calibration cycles, ensuring alignment and fairness
    • Shape delivery focused talent development and leadership readiness strategies in partnership with Engineering leadership
    • Ensure compliance with enterprise people process standards
  • Workforce Management (WFM) & Capacity Validation
    • Validate Workforce Management (WFM) numbers across the engineering organization
    • Identify and surface capacity gaps, overages, and structural mismatches impacting delivery health
    • Partner with Engineering and Product leadership to inform:
      • Hiring and resourcing decisions
      • Investment tradeoffs
      • Delivery expectation setting
    • Ensure workforce insights are grounded in actual delivery performance and demand, not just planning assumptions
    • Oversee enterprise workforce modeling and resourcing insights related to delivery execution
  • Delivery Frameworks & Process Modernization
    • Lead the definition and governance of delivery frameworks across engineering.
    • Champion enterprise-level process modernization and cross-functional improvements that improve flow and predictability
    • Establish analytics frameworks connecting talent, workforce, and delivery health.
    • Influence strategic direction for delivery tooling, analytics, and vendor usage as needed
    • Sponsor or support enterprise learning initiatives related to delivery excellence and performance

Required Qualifications:
  • 6+ years of experience in employee relations, professional development, hiring, or performance management within technology organizations
  • 3+ years of experience working closely with software engineering teams or within engineering organizations
  • 3+ years of experience leading through influence and matrixed models, including supporting leaders of leaders
  • 3+ years of experience using data and metrics to inform delivery, workforce, and operational decisions
  • 3+ years of experience managing complex, cross-product escalations
  • Proven solid systems thinking and analytical skills
  • United States Citizenship

Preferred Qualifications:
  • Bachelor's degree or equivalent experience
  • 8+ years of experience in technology leadership or enterprise delivery roles
  • 2+ years of Experience designing or leading enterprise-wide performance management or talent programs
  • 2+ years of Experience operating across multiple products or portfolios with varying team sizes
  • 2+ years of experience building trust and influencing across senior leadership and cross-functional partners

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $112,700 to $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
