The Senior Cultural Resources Specialist provides technical, administrative, and compliance support to the Joint Region Marianas (JRM) Cultural Resources Program, supporting National Historic Preservation Act (NHPA) responsibilities, Programmatic Agreements (PAs), Integrated Cultural Resources Management Plan (ICRMP) implementation, and military training and testing activities throughout the JRM Area of Responsibility, including Guam and the Commonwealth of the Northern Mariana Islands (CNMI).
Responsibilities include coordinating Section 106 compliance activities; maintaining consultation and project databases; preparing technical documentation and reports; conducting research and data collection; developing Archaeological Monitoring Plans (AMPs); and supporting archaeological surveys and compliance-related fieldwork.

Essential Job Duties:
- Support implementation of cultural resources compliance programs and agreements, including the 2020 Guam PATT, 2022 CNMI PATT, 2008 Guam Programmatic Agreement, and other applicable agreements, by tracking Section 106 consultations, coordinating compliance actions, preparing and reviewing consultation packages, maintaining consultation databases, and ensuring documentation meets 36 CFR 800.11 requirements.
- Manage reporting, documentation, and administrative records by preparing annual, quarterly, and monthly reports; compiling training compliance and range-user attendance records; maintaining project databases, tracking systems, digital archives, and administrative records; and documenting meetings through agendas, notes, and meeting minutes.
- Conduct archaeological research, planning, and technical review activities, including literature reviews, records searches, background research, preparation of Archaeological Monitoring Plans (AMPs), technical reports, and supporting documentation, as well as reviewing cultural resources studies and supporting NRHP evaluations, inventories, testing programs, and data recovery efforts.
- Perform archaeological fieldwork, site monitoring, and condition assessments by conducting site visits, monitoring activities, documenting impacts from military training and testing, supporting archaeological surveys and investigations, and collecting field data, photographs, GPS information, and condition assessment documentation.
- Coordinate stakeholder engagement, meetings, workshops, and outreach activities by supporting annual Programmatic Agreement workshops, participating in stakeholder meetings, supporting public outreach and cultural resources awareness programs, preparing presentations and briefings, and coordinating with JRM, SHPO, military personnel, consulting parties, and project leadership to support successful implementation of cultural resources program objectives.
Decision Making:
- Position requires independent judgement and decision making on a daily basis to prioritize tasks. Use analytical skills and apply body of knowledge in archeological methods all in the context of supporting activities, and in consultation/collaboration with Project Director and Principal Investigator; Position will follow Project Director’s SOPs, plans, work schedules and deadlines for ensuring project deliverables are met as planned.
- Personnel must render assistance in the most timely, sensitive, and discrete manner. Conduct all interactions with Navy personnel and stakeholders in a professional and respectful manner, exercising excellent communication and conflict resolution skills.
Supervision:
May also supervise other cultural resources specialists and field archaeologists on site.

- Must be capable of walking several consecutive miles and performing light manual labor in a hot tropical environment, often windy/rainy and on uneven terrain.
Minimum Qualifications:
- Master's degree in anthropology, archaeology, or related field. Meet the Secretary of Interior’s professional qualification standards in Archaeology (36 CFR, part 61).
- Experience should include a combination of professional knowledge (e.g. class) and experience working with applicable federal (e.g. Section 106 and 110 of the National Historic Preservation Act) and state regulations.
- Proficient with most aspects of archaeological research, including research design, mitigation plans, fieldwork, artifact analysis and processing for curation, data entry, and report production and site form preparation.
- Minimum of three (3) years of post-graduate professional archeological work experience or completed field school that demonstrates a thorough knowledge of the fundamental principles and theories of professional archeology.
- Proficient with Microsoft Office suite (MS Word, Excel, Outlook, Teams) and Adobe Acrobat, and thorough understanding of most standard computer programs.
Preferred Qualifications:
- Experience with NHPA Section 106 consultations, coordinating compliance actions, preparing and reviewing consultation packages, and maintaining databases.
- Experience with NHRP evaluations, inventories, testing and evaluation, and data recovery efforts (mitigations).
- Proficient with most aspects of archaeological research, including research design, mitigation plans, fieldwork, artifact analysis and processing for curation, data entry, and report production and state site forms preparation/submission.
- Experience overseeing technical reporting for archaeological projects in collaboration with SHPO and federal partners.
- Experience with preparation of Archaeological Monitoring Plans (AMPs), Archaeological and Historical Work Plan (AHWP) technical reports, condition assessment documentation, and site monitoring and mitigation.
