Senior Counsel, Regulatory - Brazil
Overview
Mastercard Brazil is seeking a Senior Counsel, Regulatory to lead its regulatory agenda in an increasingly complex environment shaped by the Central Bank of Brazil. This is a senior role covering the full regulatory cycle from the analysis of new products and business models to managing the day-to-day relationship with the Central Bank, supporting the compliance response to new regulations, and driving Mastercard's regulatory advocacy. The role advises local and regional leadership on regulatory strategy, positioning, and risk, ensuring the business can innovate and operate with legal certainty.
Role
Lead the regulatory analysis of new products, business models, rule changes, and strategic initiatives, bringing regulatory input in early so compliance and commercial goals work together and the business has a clear path forward.
Advise local and regional leadership on regulatory positioning, risk, and where the opportunities are.
Track regulatory and legislative change, assess how it affects Mastercard's schemes and participants, and translate it into practical guidance.
Own the day-to-day relationship with the Central Bank of Brazil, acting as a consistent point of contact and leading the key interactions - meetings, formal responses, authorization requests, and strategic agendas - while defending Mastercard's positions.
Drive the strategy and timelines behind Central Bank matters, keeping a coherent and proactive posture.
Define how Mastercard responds to new and evolving regulations and support the Regulatory Compliance team in turning requirements into practical, proportionate controls.
Set Mastercard's advocacy strategy on consultations, proposed rules, and policy developments, working with the Government Affairs team and representing Mastercard before industry associations, working groups, and public forums.
Act as a technical reference for the team, developing more junior lawyers and managing external counsel on complex matters.
All About You
Qualified lawyer with substantial experience in financial regulation, payments, banking, fintech, or another regulated sector.
Strong track record with product reviews, regulatory approvals and cross-functional implementation projects.
Deep knowledge of the Brazilian regulatory environment and direct experience interacting with the Central Bank of Brazil.
Independent legal judgment combined with a pragmatic, business-oriented approach to risk.
Strong writing, coordination, and stakeholder-management skills, including with senior audiences.
Ability to lead complex matters autonomously and prioritize across multiple concurrent initiatives.
Fluent in Portuguese and English.
