Job Description

ProSidian Seeks a Senior Consultant Senior IT Project Manager (SCA Code: N/A) in CONUS - Olympia, WA to support an engagement for a State Dept. of Transportation’s Enterprise Services Division. The State DOT is the steward of a multimodal transportation system and responsible for ensuring that people and goods move safely and efficiently. The ProSidian Engagement Team Members work to provide an internet-based lifecycle grants management system (hereinafter referred to as System, Grants Management System, or GMS). The State DOT will use the System to administer Subrecipient grants, awarded to local jurisdictions and other organizations, by the Public Transportation Division. The Engagement Team shall be responsible for installation, customization, configuration, data migration, maintenance, internet hosting, customer support for both The State DOT and Subrecipients, and ongoing technical support for the Grants Management System. The Project is funded, in part, by the Federal Transit Administration (FTA) funds.

Required System capabilities can be organized into four broad categories. In order of importance, the key Grants Management Systems (GMS) project categories are 3.1.1 Management of Grants, 3.1.2 Contracts (non- grants), 3.1.3 Inventory, and 3.1.4 Asset Management.

  • 3.1.1 Grants Management: System to manage Subrecipient grants through the lifecycle from application submission, review and approval.
  • 3.1.2 Contracts Management: System must record and recall individual Subrecipient contracts.
  • 3.1.3 Inventory Management: System to record and track Subrecipient inventory (e.g. mainly vehicles, but may include other items).
  • 3.1.4 Asset Management: System will track the documentation and value preservation of publicly-owned assets.

The State DOT's public transportation grants help provide access, mobility, independence and improved transportation options to state residents. These grants provide transit services within and between communities and/or Tribal lands; create transit-oriented infrastructure; purchase new buses, vanpool vehicles and other capital equipment; provide public transportation service for seniors, people with disabilities and other special needs populations; support transportation demand management and commute trip reduction activities; and improve public transportation in rural areas. This is a Key Personnel addition to the project. Senior Consultant Senior IT Project Manager Candidates shall work to support requirements for Program Support and provide Project Management and organizational Change Management services to our internal team as well as expert analysis and risk and recommendation strategies to our clients. The Consultant will work with project team to provide overall leadership, change management, and task coordination as well as direct responsibility for the deliverables and work products produced by the team. These deliverables and work products will be completed in accordance with our overall strategy, approach, and methodology.

  • Collaborate with the project’s Communication Manager to enhance communication efforts
  • Conduct Agile Project Management and Organizational Change Management workshops
  • Develop, manage, and update Project Plan and other project documents (e.g., Communication Plan, Risk Plan, Stakeholder Register, Resource Plan)
  • Develop, manage, and update the execution of the Project Schedule to ensure project scope and applicable milestones are met
  • Establish a response and track the response to project recommendations (e.g., Quality Assurance (QA) vendor recommendations)
  • Facilitate change order process
  • Identifies, tracks, and manages project issues; including coordination for issue resolution
  • Manage scope, schedule, budget and resources for the completion of various IT related projects.
  • Oversees development of all deliverables, status reports and other work products
  • Plan and oversee all project work and develop/manage any potential organizational change management strategies or processes that might be needed
  • Provide management oversight of project budget to provide project status
  • Provides project management and technical expertise on large-scale IT projects
  • Review project and related operational processes and provide input for improvement by implementing relevant lean or agile strategies

Qualifications

The Senior Consultant Senior IT Project Manager shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

  • 6+ years of prior project management experience using both Agile and Waterfall techniques in IT related projects to include operations, infrastructure, and application development projects
  • A minimum of seven (7) years’ experience managing large, complex, and highly visible projects.
  • Bachelor’s degree in relevant field PLUS understanding of Agile and two (2) years of working on projects delivered utilizing Agile
  • Demonstrated ability to work directly with diverse business and technical team members in a strong team-oriented environment
  • Desired: PMI Agile Certified Practitioner Certification | Prosci Change Management Certification
  • Experience delivering large scale and fixed deadline projects;
  • Experience documenting, presenting, and communicating project status and managing external messaging regarding project status to an external authorizing environment;
  • Experience in managing major information technology projects.
  • Experience managing multi-work stream projects where the PM partnered with the different program managers;
  • Experience scaling agile and/or lean processes to large solutions and/or organizations;
  • Experience using ADKAR change management model for project change management
  • Experience using Visual Studio Team Services (VSTS).
  • Experience with projects which include scope such as standing up or implementing new business, programs, or start-ups;
  • Experience working in a government environment or a heavily regulated and monitored private environment.
  • Experience working on projects that use multiple vendors or delivery teams for project delivery;
  • PMP Certification (provide certification along with resume)
  • Self-directed yet reports to the Engagement Manager
