Job Description:
Parsons are seeking a high-calibre Senior Commercial Manager to join the PMO team supporting the delivery of one of the world’s most iconic urban transformation programmes. This is a rare opportunity to play a key leadership role on a giga-scale development encompassing major infrastructure, public realm, utilities, and signature architectural assets.
Working within a client-facing PMO environment, you will provide strategic commercial leadership across major contracts, consultants, and delivery partners while helping shape one of Riyadh’s defining legacy projects.
What You’ll Be Expected to Do
- Lead post-contract commercial management across multiple high-value contracts and work packages.
- Act as a senior commercial advisor to the client and PMO leadership team on risk, cost, and contractual matters.
- Manage and challenge PMCM consultants, contractors, and cost teams to ensure timely, high-quality outcomes.
- Oversee change control, claims management, valuations, final accounts, and commercial reporting.
- Drive governance, accountability, and commercial best practice across the programme.
Required Skills You Will Bring
- Extensive experience in post-contract commercial management on major construction or infrastructure programmes.
- Strong working knowledge of Government Tender Procurement Law and complex contract administration principles.
- Proven ability to manage consultants, contractors, and multiple stakeholders in a client environment.
- Excellent commercial judgement with strong negotiation and claims management capability.
- Strong leadership, communication, and executive reporting skills.

- Previous experience on mega or giga projects within Saudi Arabia or the GCC.
- Background in public realm, infrastructure, utilities, or iconic mixed-use developments.
