Job DescriptionAECOM is seeking a hands-on (Senior) Commercial Manager to drive end-to-end commercial excellence for major infrastructure programs in Singapore and Southeast Asia. Covering the full project lifecycle, you will lead pre-contract risk mitigation and post-contract cost control, variations, and forensic claims. Working closely with the Asia Program Lead, you will be deeply embedded in project teams to protect AECOM’s interests and enhance the commercial acumen of technical leads.
Responsibilities
- Pre-Contract & Risk Mitigation: Lead the commercial review of tender documents, identifying potential risks and opportunities in contract terms. Support the project team during the bidding phase by providing cost analysis and risk mitigation strategies to ensure competitive and safe submissions.
- Cost Control & Financial Management: Monitor project budgets, spend, and forecasts. Implement robust cost control measures to ensure projects are delivered within commercial targets and maintain healthy cash flow.
- Variation & Claims Management: Lead the end-to-end process for project variations—from identifying scope changes to the forensic substantiation and successful settlement of claims across programmes in Singapore and Southeast Asia.
- Forensic Investigation: Conduct detailed reviews of project documentation, schedules, programme records, and contract requirements to establish a clear, evidence-based basis for claims or dispute resolution.
- Commercial Valuation: Establish the commercial value of variations by applying contract rates, cost-to-complete analysis, and commercial valuation methodologies.
- Contract Interpretation: Clearly articulate what is included within the contract scope and what constitutes additional work arising from design changes, new developments, or revised requirements.
- Client Engagement: Prepare client communications including formal letters, briefing papers, presentations, and claim submissions. Participate in discussions with client representatives at director level where required.
- Technical Partnering: Work closely with operations leadership, project controls, and technical teams to align commercial strategies with project delivery. Provide guidance to project teams on contractual interpretation and the commercial implications of project changes.
- Governance: Support the commercial governance of projects involving public sector clients across the region, ensuring alignment with AECOM’s global policies.
- Bachelor’s degree in Engineering, Quantity Surveying, Architecture, or relevant fields.
- 15 years or above in commercial or contract management, with at least 5 years in a managerial grade.
- Consulting background within engineering, infrastructure, or project management environments.
- Full Lifecycle Expertise: Demonstrated experience managing both pre-contract (bidding/risk) and post-contract (claims/variations) across multiple aspects of project delivery.
- Proven ability to conduct the "heavy lifting" of commercial management, including forensic investigation into project changes, delays, and contractual entitlement.
- Strong understanding of construction contracts, particularly Design and Build structures and Singaporean standards (e.g., PSSCOC, NEC4).
- Forensic & Analytical Capability: Proven ability to analyse contracts and project events to build logical, evidence-based commercial arguments and structured claim documentation.
- Ability to communicate complex commercial matters clearly and confidently to senior internal stakeholders and government clients.
- Experience working with Singaporean agencies such as PUB, HDB, or LTA.
- Strong skills to work effectively within multidisciplinary project teams across the Singapore and Southeast Asia market.
A candidate with more experience will be considered for a Senior Commercial Manager position.
