Scope of Work:
Capio Group is looking for an experienced Senior Cloud Enterprise Architect to work as part of the team on modernizing the reporting system and improving the collection, timeliness, accuracy, completeness, uniformity, integrity, and accessibility of system data to inform strategic decisions. This will position stakeholders to gain a deeper understanding of the system’s data, allowing them to improve analysis and inform policy and decision-making to enhance safety for all users. The project will include a user-friendly interface that incorporates human factor design to streamline reporting through improved data collection, enhanced data quality control procedures, greater reporting efficiency, improved integration and communication with stakeholder data systems, and encouragement for agencies that submit paper reports to use the new application to submit reports electronically. Collectively, these improvements will transform reporting and improve the quality of the system data.
The Cloud Enterprise Architect's responsibilities span from project planning to post-go-live support of a client -hosted or public cloud architecture. The Cloud Enterprise Architect conducts market research; conducts an analysis of all viable alternative solutions; recommends the best viable solution; and designs, configures, tests, and implements the cloud infrastructure and storage services, in partnership with client’s network, storage, and server teams, from project planning through project closeout and includes the following:

  • Participates in the PAL Stages 2-4, by conducting market research, providing three (at minimum) viable alternative cloud architecture solutions, and recommending the best viable alternative.
  • Participates in regular and ad hoc project meetings.
  • Leads the architectural design, configuration, and hands-on implementation of secure, scalable, and highly available cloud infrastructure solutions across one or more of the managed public cloud environments as defined by the functional requirements and design documentation.
  • Develops comprehensive cloud architecture blueprints including infrastructure-as-a-service (IaaS), platform-as-a-service (PaaS), and serverless computing designs, ensuring optimal utilization of services.
  • Designs, configures, tests, and implements cloud networking configurations in collaboration with the network enterprise architect(s), including virtual networks, subnets, routing, load balancing, private endpoints, and secure hybrid cloud connectivity.
  • Oversees the implementation of core cloud services, such as virtual machines, container
    orchestration platforms, managed databases, storage solutions, identity and access management, and key management services.
  • Develops, tests, and deploys infrastructure as code (IaC) templates and automation scripts for repeatable and consistent cloud environment, provisioning, and configuration.
  • Integrates and configures security controls (cloud firewalls, security groups, cloud security posture management tools) to ensure compliance with departmental policies and regulatory requirements like Criminal Justice Information Services (CJIS) and National Institute of Standards and Technology (NIST).
  • Designs, configures, tests, and implements cloud monitoring, logging, and alerting solutions to ensure operational visibility, performance tracking, and proactive incident response for cloud infrastructure.
  • Develops strategies and implements solutions for cloud data management, including backup, disaster recovery, data replication, and data archiving across cloud regions or hybrid environments.
  • Provides expert guidance and hands-on support during the migration of existing applications and data to the cloud solution and supports the deployment of system during go-live.
  • Leads performance optimization and cost management efforts for cloud infrastructure, implementing strategies for efficient resource utilization and continuous cost control.
  • Creates and maintains detailed cloud architecture documentation, including high level designs, low level designs, as-built configurations, and operational runbooks.
  • Provides technical leadership, mentorship, and knowledge transfer to client’s internal IT teams on cloud architecture principles, best practices, and operational procedures.
  • Completes final configurations, testing, and integration in compliance with client’s IT Change Management processes.
  • Conducts formal architecture review presentations at key milestones to the client’s leadership, technical teams, and relevant stakeholders to review designs and gather feedback.
  • Attends the Project’s Executive Steering Committee meetings for project milestone checkpoints.
  • Assists in the scheduled system deployment for the cloud architecture.
  • Provides technical support and troubleshooting assistance to the client’s application development team during the initial deployment and integration of the system application onto the newly configured cloud and network infrastructure. 

Mandatory Experience:

  1. Within the last ten (10) years, must have a minimum of seven (7) years of applying Enterprise Architecture principles. 
  2. Within the last ten (10) years, must have at least five (5) years of Enterprise Architecture experience must be in a lead capacity.
  3. Within the last ten (10) years, must have a minimum of ten (10) years of progressive experience in IT architecture roles.
  4. Within the last ten (10) years, must have a minimum of five (5) years specifically dedicated to leading the design, planning, testing, and hands-on implementation of enterprise scale cloud infrastructure solutions.
  5. Within the last ten (10) years, must have an expert level proficiency with a minimum of ten (10) years of active design implementation experience across a minimum of two (2) major public cloud providers, including comprehensive knowledge of their IaaS, PaaS, and serverless offerings.
  6. Possession of minimum of one (1) current expert level cloud architecture certification from a major cloud provider. A copy of the certification must be provided upon request.
  7. Within the last ten (10) years, must have a minimum of five (5) years as the lead architect on a minimum of three (3) distinct large-scale cloud projects encompassing the full lifecycle from conceptual design through implementation and handover.
  8. Within the last ten (10) years, must have a minimum of four (4) years of hands-on experience developing and deploying cloud infrastructure using infrastructure as a code tools and scripting languages.
  9. Within the last ten (10) years, must have a minimum of four (4) years of hands-on experience in designing and implementing robust cloud native security controls, compliance frameworks, and governance policies to adhere to federal NIST, CJIS, and State of California-specific regulations for sensitive government data.
  10. Must have ability to produce comprehensive high quality cloud architecture documentation as evidenced by the submission of at minimum two (2) relevant work samples. A copy of the work samples must be attached. 
  11. Must possess a bachelor’s degree in an IT-related or Engineering field. A copy of the degree must be provided upon request. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  12. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.
Desirable Experience:
  1. Possession of minimum of one (1) additional active advanced level cloud certification beyond the mandatory architecture certification listed. A copy of the certification  must be provided upon request.
  2. Within the last ten (10) years,  a minimum of two (2) years of experience actively
    contributing to the development and implementation of multi cloud strategies or managing
    services across different public cloud providers.
  3. Within the last ten (10) years, experience with leading cloud cost optimization
    initiatives for a minimum of two (2) large-scale projects that resulted in quantifiable savings of a minimum of 15 percent (15%) on cloud spend within a specific project or business unit over a 12-month period. 
  4. Within the last ten (10) years, a minimum of two (2) years of experience as a lead
    contributor in integrating cloud architecture design to DevOps practices and Continuous
    Integration/Continuous Deployment (CI/CD) pipelines to enable automated application
    deployment and infrastructure updates in a production environment. 
  5. Within the last ten (10) years, a minimum of three (3) years of direct experience working on IT or cloud infrastructure projects within the State of California or other large-scale state government entity within the United States.
