As a Senior Business Process Engineer, you'll collaborate with stakeholders to analyze, design, and implement cutting-edge processes within the Joint Transportation Management System. As the selected Senior Business Process Engineer, you will play a critical role in the analysis, design, and implementation of business processes within the Joint Transportation Management System (JTMS). This role requires deep expertise in business process reengineering (BPR), data management, and systems engineering. As the Senior Business Process Engineer, you will collaborate with stakeholders, analyze existing processes, design To-Be processes, and ensure the successful implementation of these processes within the JTMS framework.
Responsibilities:
Lead and conduct comprehensive reviews, analyses, and reengineering of business processes and provide DoW subject matter expertise and decision support.
Ingest and validate process artifacts and models
Perform analysis on business or system processes to identify opportunities for process automation or cost reduction, improvement, and increased efficiency and auditability and provide advice and recommendations
Collaborate with stakeholders, including USTRANSCOM, JDDE, and other JTMS contractors, to ensure accurate process capture, document and validate requirements, establish acceptance criteria, build business cases, estimate benefits and risks, and gain stakeholder buy-in
Facilitate BPR Fit-to-Standard workshops and stakeholder reviews to drive alignment and secure buy-in
Identify and address gaps between current processes and solution capabilities, recommending alternatives to fill these gaps
Leverage Model Based System Engineering (MBSE) to develop process models, capture business rules, decision logic, exception handling, and end-to-end process flows
Work closely with IT, solution architects, and developers to ensure technical solutions align with business needs and process design
Support the implementation of reengineered processes and participate in user experience reviews, testing, training, and change management efforts to validate that solutions meet business requirements and promote adoption of standardized processes and tools
Monitor and measure the performance and effectiveness of reengineered processes using established KPIs and other metrics
Establish and maintain process governance, controls, and compliance standards; monitor process performance and lead remediation where needed
Qualifications:
Required:
Bachelor’s Degree in Transportation & Logistics, mathematics, statistics, business, law, computer science, engineering, physical/applied sciences or management discipline such as business administration, accounting, finance, economics or management information technology
7+ years of general experience in Business Process Reengineering, Business Analysis, Data Analysis, Statistical Analysis, Problem Solving or in a related area
4+ years of in-depth functional experience within USTRANSCOM Operations and DoD Transportation Systems
2+ years of general knowledge of Defense Transportation System regulations and the DOTmLPF-P framework
Strong capability in process mapping and modeling techniques (e.g., BPMN, swim lane diagrams) and analysis tools
Experience defining business requirements, use cases, and acceptance criteria for process-led changes.
Practical knowledge of process improvement methodologies such as Lean Six Sigma
Strong interpersonal skills with ability to work as a team member in a diverse group to include government and military personnel, and influence cross-functional teams.
Strong analytical, communication (oral and written), problem-solving and organizational skills with the ability to manage multiple tasks and priorities, as well as run effective workshops.
High attention to detail, particularly with documentation and reporting
US Citizen with ability to successfully pass Tier 1 investigation
Data-driven mindset with experience defining and monitoring KPIs and using metrics to drive decisions.
Experience with process automation technologies (e.g., RPA, workflow engines, BPA).

Functional experience within USTRANSCOM Operations
General knowledge of Defense Transportation System regulations and the DOTmLPF-P framework
Track record of successful large-scale system transformations or modernization efforts
General knowledge of SAP and ERP
Experience with Artificial Intelligence
Experience with change management, training design, and operational readiness activities.

The proposed salary range for this position is:
