Role Overview

We are seeking two Senior Business Analysts to support the design and delivery of a large-scale data warehouse initiative and related data standardization programs.

The successful candidates will work closely with business stakeholders, technical teams, solution architects, and data engineers to gather requirements, analyze data, define business rules, document data structures, and support the modernization of enterprise data acquisition and access capabilities.

Note: OPP Level 4 Clearance is required prior to starting the assignment.


Key Responsibilities

Business & Data Requirements

  • Lead end-to-end requirements gathering activities across multiple stakeholder groups.
  • Document and validate business, functional, non-functional, data, integration, and reporting requirements.
  • Develop user stories, acceptance criteria, and business rules.
  • Ensure requirements are clearly defined, prioritized, and aligned with data acquisition and governance objectives.

Data Analysis, Modelling & Mapping

  • Analyze current-state data structures, including non-relational data.
  • Define target-state relational data structures, including entities, relationships, normalized tables, primary keys, and foreign keys.
  • Develop source-to-target mappings and transformation logic.
  • Create end-to-end data traceability documentation.

Process, Data Flow & Integration

  • Create process maps, workflows, data flow diagrams, and data models.
  • Define integration and interface requirements.
  • Identify data flows, integration points, and system dependencies.
  • Support solution design activities to ensure alignment with enterprise architecture.

Data Standards, Governance & Quality

  • Develop and maintain data definitions, business rules, data dictionaries, naming conventions, and metadata standards.
  • Support data governance and data quality initiatives.
  • Contribute to data intake, validation, and quality control processes.
  • Maintain requirements traceability and support validation of analytics-ready datasets.

Knowledge Transfer

  • Document all work products and project-related materials.
  • Transfer knowledge through documentation, team meetings, stakeholder engagement, and collaboration throughout the engagement.

Mandatory Qualifications

Business Analysis Experience

  • Minimum 8 years of experience as a Business Analyst supporting medium to large enterprise projects.
  • Minimum 5 years leading end-to-end requirements across business, functional, data, and reporting domains.
  • Experience with requirements traceability, gap analysis, change impact assessments, and Agile delivery tools such as Azure DevOps and JIRA.

Data Management & Governance

  • Minimum 5 years of experience applying data management frameworks within complex enterprise environments.
  • Experience with data lifecycle management, governance, metadata management, and data quality practices.
  • Experience supporting standardized enterprise data practices.

Data Analysis, Mapping & Integration

  • Minimum 5 years of experience analyzing and documenting data structures, flows, and lineage.
  • Experience performing end-to-end data mapping and defining validation rules.
  • Knowledge of enterprise integration patterns, data pipelines, interoperability frameworks, and reporting impacts of data movement.

Desired Skills & Experience

Business Analysis & Delivery

  • Proven experience leading business analysis activities for large-scale, complex initiatives.
  • Strong ability to translate business needs into actionable requirements.
  • Experience producing business requirements, functional requirements, process maps, workflows, data flow diagrams, and technical specifications.
  • Experience working within Agile environments utilizing Scrum or Kanban methodologies.

Data Analysis & Technical Knowledge

  • Strong understanding of relational data modelling and data warehousing concepts.
  • Knowledge of ETL/ELT processes and analytics-ready dataset design.
  • Experience defining business rules and data logic for reporting and analytics.
  • Familiarity with Azure, Databricks, Oracle, and Azure SQL.
  • Experience working with large datasets and enterprise integrations.

Data Governance & Quality

  • Knowledge of data quality management, validation processes, metadata management, and enterprise data standards.
  • Experience supporting consistent and standardized data practices across organizations.

Communication & Facilitation

  • Strong communication and documentation skills.
  • Proven workshop facilitation and stakeholder engagement skills.
  • Ability to present complex information clearly to both technical and non-technical audiences.

  • Ability to work independently and collaboratively.
  • Strong attention to detail and commitment to quality.

Assets

  • Experience within government or public sector environments.
  • Familiarity with justice, policing, corrections, or data-intensive public sector environments.

Must-Have Experience

  • Extensive senior-level Business Analysis experience (8+ years).
  • Expertise in requirements gathering, traceability, gap analysis, and Agile delivery methodologies.
  • Strong data management, integration, mapping, governance, and data lineage experience.
  • Experience working with complex enterprise-scale data initiatives and analytics-ready data environments.
