About the Role

We are seeking an experienced Senior Business Analyst to support a public-sector client on complex business and technology initiatives. The successful candidate will work closely with business stakeholders, technical teams, project managers, and leadership to understand business needs, define requirements, improve processes, and support successful project delivery.

Key Responsibilities

  • Lead business analysis activities across complex projects from discovery through implementation.

  • Work with stakeholders and subject matter experts to elicit, analyze, validate, and document business requirements.

  • Facilitate stakeholder interviews, workshops, requirements sessions, and process reviews.

  • Analyze and document current-state and future-state business processes and identify opportunities for improvement.

  • Develop business and functional requirements, user stories, use cases, process flows, acceptance criteria, and requirements traceability.

  • Translate business needs into clear, actionable requirements for technical and delivery teams.

  • Identify business impacts, risks, dependencies, gaps, and constraints.

  • Support solution design, testing, implementation, and User Acceptance Testing (UAT).

  • Collaborate with Project Managers, Product Owners, Developers, Architects, and other delivery stakeholders.

  • Prepare presentations, recommendations, and status updates for project and senior leadership.

Provide guidance and mentorship to junior and intermediate Business Analysts.

Required Qualifications

  • 10+ years of progressive Business Analysis experience.

  • Proven experience delivering complex business and technology initiatives.

  • Strong requirements elicitation, analysis, documentation, and management skills.

  • Strong business process analysis and modelling experience.

  • Experience creating BRDs, functional requirements, process flows, user stories, use cases, and acceptance criteria.

  • Excellent stakeholder management and communication skills, including experience working with senior stakeholders.

  • Strong analytical, problem-solving, and critical-thinking abilities.

  • Ability to work independently, manage competing priorities, and operate effectively in a complex environment.

  • Strong understanding of SDLC and project delivery methodologies, including Agile and Waterfall.

Public Sector Experience

  • Government or public-sector experience strongly preferred.

  • Experience working within complex governance, policy, compliance, and approval environments.

  • Experience supporting large-scale transformation, modernization, digital, or technology initiatives is an asset.

Tools & Technical Experience

Experience with:

  • Jira and/or Azure DevOps

  • Confluence  

  • Microsoft Visio / process modelling tools

  • Microsoft Office and SharePoint

  • Requirements management and documentation tools

Nice to Have

  • CBAP, PMI-PBA, or equivalent certification.

  • Experience with enterprise applications, integrations, APIs, data, or digital transformation.

  • Experience working in large, regulated, or highly complex organizations.

The ideal candidate is a strong communicator and independent problem solver who can bring structure to ambiguous problems, influence stakeholders, translate business needs into actionable requirements, and confidently bridge the gap between business and technology teams.
