  • Salary: National (Edinburgh and Leeds) ranging from £53,800 to £65,000 and London from £59,200 to £73,000 (salary offered will be based on skills and experience)

SPC oversees firms and individuals (supervision), creates and reviews the rules by which they operate (policy) and identifies and remedies ineffective competition in markets (competition).

The Capital Markets Department focuses on supervision and policy relating to key aspects of wholesale financial markets, including primary markets, credit ratings and benchmark providers, trading conduct and transparency, and wholesale cryptoasset markets.

Role responsibilities

  • Oversee and support policy work on Admissions and Disclosures as part of the FCA’s new cryptoasset regime

  • Use market intelligence, stakeholder feedback and internal expertise to understand how the new regime is working in practice and identify where clarification or further development may be needed

  • Support the team’s work on tokenisation and wholesale digital asset activities, including assessing how existing wholesale markets regulatory principles apply to new technologies, business models and market practices

  • Contribute to policy work linked to the FCA and wider UK initiatives on tokenisation, including the Digital Securities Sandbox, fund tokenisation work, tokenisation in wholesale markets, and relevant international initiatives

  • Help translate policy intent into clear regulatory expectations, supporting colleagues across the FCA as the new cryptoasset regime moves towards implementation

  • Draft and present policy papers, briefings, governance materials and external-facing documents for senior FCA colleagues and decision-making forums

  • Work collaboratively with colleagues across the FCA, including Payments and Digital Assets, Legal, Enforcement, Market Oversight, Authorisations, Supervision, Economics, International and other policy teams

  • Build and manage effective relationships with internal and external stakeholders, including HM Treasury, Bank of England, other regulators, industry participants, trade associations and international counterparts

  • Contribute flexibly to wider team priorities, including work relating to cryptoasset trading platforms, intermediaries, market abuse and tokenised wholesale markets

Skills required 

Minimum:

  • Solid drafting skills, including the ability to:

  • Distil complex issues into succinct messages;

  • Structure and draft reports clearly and to a high standard;

  • Write presentations for a variety of internal and external stakeholders

  • Prior experience and knowledge of working in a regulatory/public policy role related to financial markets

  • Practical experience, understanding and application of financial services regulation to financial market activities

Essential:

  • A collaborative approach and ability to think creatively about new and emerging regulatory issues.

  • Experience of stakeholder management and persuading effectively.

  • Good self-management and project management skills to plan and keep work on track to meet deadlines, while also having the flexibility to change priorities when required.

  • A basic understanding of wholesale financial markets business models and/or wholesale cryptoassets markets would also be helpful.

  • Experience with Distributed Ledger Technologies. 

  • Solid communication and presentation skills.

  • Experience in applying analytical skills to break down complex problems and judgement (whether gained in industry, research, economics, or policy work) to develop and assess potential solutions.
