Job Description:

Blake Willson Group is seeking an experienced Training & Knowledge Management Lead to oversee training compliance, workforce readiness, and knowledge management for a federal real property remediation program. The ideal candidate will have experience developing training programs, managing knowledge repositories, and ensuring compliance with federal training requirements. This role will lead contract-wide training, onboarding, documentation management, and knowledge transfer to ensure personnel remain mission-ready and compliant with contract requirements. In this position, you will also:

  • Lead contract-wide compliance for all mandatory training requirements, including tracking completion, maintaining records, and ensuring timely submission of required documentation.
  • Develop and maintain a structured onboarding program that prepares new personnel for mission execution and compliance requirements.
  • Create and maintain training guides, standard operating procedures (SOPs), quick reference guides, and other knowledge management artifacts supporting real property remediation activities.
  • Establish and manage centralized knowledge repositories using SharePoint, Microsoft Teams, or other Government-approved platforms while maintaining document version control and accessibility.
  • Maintain documentation supporting audit readiness, internal controls, quality assurance, and contract performance requirements.
  • Align training content with the Quality Control Plan (QCP), Performance Requirements Summary (PRS), and Quality Assurance Surveillance Plan (QASP) to improve performance and reduce recurring deficiencies.
  • Develop corrective action training materials to address quality findings and prevent recurring issues.
  • Coordinate training related to CAC issuance, MP ICAM, DEERS/RAPIDS, installation access procedures, security protocols, and the proper handling of PII and Controlled Unclassified Information (CUI).
  • Develop workforce readiness materials supporting telework, remote work, Continuity of Operations (COOP), secure remote access, and mission continuity.
  • Prepare training compliance reports, dashboards, and status updates for Government leadership, including the COR, Program Manager, and Deputy Program Manager.
  • Train personnel on real property systems, documentation standards, remediation workflows, and audit requirements while conducting refresher training to maintain consistency across the program.

Required Skills:

  • Bachelor's degree in Accounting, Finance, Business, Human Resources, Organizational Development, Education, Knowledge Management, or a related field.
  • 6+ years of experience managing training programs, workforce onboarding, and mandatory compliance training within a federal government environment.
  • 4+ years of experience developing knowledge management solutions, including SOPs, training materials, documentation standards, and SharePoint or Microsoft Teams repositories.
  • 4+ years of experience tracking training compliance, preparing reports and dashboards, and supporting audit readiness, quality assurance, or contract performance initiatives.

Desired Skills:

  • Professional certification in training, instructional design, knowledge management, project management, or a related discipline.
  • Experience supporting Department of War (DoW), Department of Defense (DoD), Army, or Army National Guard (ARNG) programs.
  • Knowledge of mandatory DoD and Army training requirements, including Cyber Awareness, OPSEC, CUI, Information Assurance, and Antiterrorism training.
  • Familiarity with CAC issuance, MP ICAM, DEERS/RAPIDS, and personnel credentialing processes.
  • Experience supporting Quality Control Plans (QCP), Performance Requirements Summaries (PRS), and Quality Assurance Surveillance Plans (QASP).
  • Familiarity with GFEBS-RP, RPLANS, ISR, BUILDER, or other federal real property systems.
  • Strong organizational skills with experience managing training records, compliance matrices, and documentation repositories.

Your individual salary within this range will be determined by various factors, including but not limited to your education, experience, skills, and geographic location.
