Role Summary

Rowan Digital Infrastructure is looking for a Senior Associate, Regulatory Affairs & Public Policy - Texas to support the company’s Texas regulatory, legislative, and stakeholder engagement activities. This role will help advance Rowan’s Texas data center portfolio by supporting policy initiatives, regulatory engagement, stakeholder outreach, and project-level advocacy efforts that enable successful project development and operations.

Working closely with Rowan's Regulatory Affairs & Public Policy Manager, the Senior Associate will help protect and advance Rowan's investments by supporting engagement with policymakers, regulators, industry associations, consultants, community organizations, and other key stakeholders. The role will contribute to the development and execution of Rowan's Texas policy strategy, support project-specific advocacy initiatives, and help translate complex legislative, regulatory, and market developments into actionable business recommendations. The ideal candidate will have a strong public policy foundation, excellent communication and organizational skills, comfort with ambiguity, and the ability to work effectively in a fast-paced, cross-functional environment.

Travel: Limited. Up to 10%-15% for company gatherings or to project sites.

Location: Austin, TX (preferred) or Texas remote

Compensation: $105K - $125K (Offers Bonus)

Essential Responsibilities

  • Support Rowan's regulatory, legislative, and public policy activities across Texas, helping advance and protect the company's development and operational objectives.

  • Assist with engagement before the Texas Legislature, Public Utility Commission of Texas (PUCT), ERCOT, local governments, economic development organizations, and other key stakeholders.

  • Participate in meetings with elected officials, regulators, industry associations, consultants, utilities, and community stakeholders, helping prepare materials, coordinate follow-up actions, and advance Rowan's priorities.

  • Represent Rowan at industry conferences, stakeholder meetings, community events, and other external forums as appropriate.

  • Support project-level advocacy and stakeholder engagement efforts designed to facilitate project development and mitigate regulatory and policy risks.

  • Analyze legislative, regulatory, and market developments affecting Rowan's Texas portfolio and communicate business impacts to cross-functional teams and leadership.

  • Develop briefing materials, presentations, talking points, meeting summaries, and executive-ready memoranda to support internal and external engagement.

  • Support Rowan's participation in ERCOT stakeholder processes, PUCT proceedings, trade associations, and industry coalitions.

  • Build and maintain productive relationships with key stakeholders, including policymakers, regulators, economic development partners, consultants, and industry organizations.

  • Support Rowan's energy, development, finance, legal, and economic development teams by identifying and assessing policy and regulatory risks and opportunities.

  • Conduct research and analysis on issues affecting data center development, large load customers, electricity markets, taxation, economic development, and infrastructure investment.

  • Track and monitor legislative, regulatory, and market developments relevant to Rowan's Texas portfolio and support internal reporting and risk assessment processes.

Education, Skills, and Experience

  • Bachelor’s degree in a related field and 3-5 years of in public policy, government affairs, regulatory affairs, legislative affairs, economic development, energy policy, or a related field

  • Experience engaging with government agencies, elected officials, trade associations, industry groups, economic development organizations, or other external stakeholders

  • Ability to analyze legislative, regulatory, and policy developments and communicate findings clearly to diverse audiences

  • Familiarity with the Texas legislative process, regulatory agencies, and public policy environment

  • Exposure to energy markets, utility regulation, economic development, infrastructure development, or electricity policy strongly preferred

  • Ability to translate complex policy or regulatory topics into plain English business implications

  • Ability to work effectively in a fast-paced and highly cross-functional environment

  • Strong written and verbal communication skills with experience preparing memos, briefings, or presentations

  • Experience using tracking tools, data systems, or AI enabled tools to improve workflow efficiency is a plus

  • The ideal candidate will have a passion for energy, infrastructure, and public policy and a desire to develop into a regulatory affairs and public policy leader
