We are seeking a strategic and results-driven Senior Assistant Director to lead renovation, upgrading, and development projects across the University campus. In this role, you will oversee a portfolio of multiple high-impact projects, provide leadership to the project team in project execution, and ensure that facilities meet the University’s academic, research, and operational objectives. You will play a pivotal role in shaping the campus developments, optimising utilisation, and establishing divisional project management frameworks, standards, and processes. This position offers exposure to lead complex projects and requires engagement with senior stakeholders across the University.

Key Responsibilities:

  • Provide strategic leadership in planning, directing, and delivering complex and high-impact renovation, upgrading, and development projects across the campus.

  • Lead and mentor a team of project officers to efficiently carry out and complete assigned R&R projects ensuring alignment with the University’s operational, academic, and research objectives.

  • Review and approve design proposals, project budgets, and high-value contracts within delegated authority, and resolve escalated project and operational issues.

  • Ensure all project activities adhere to mandatory compliance regulations imposed by research activities.

  • Provide custodial advice on user's requirements for project, encompassing their needs, preferences, desired timeline for completion, and the available funding sources.

  • Lead the appointment and management of consultants, including architects, engineers, and other professionals, to guide the project design process as required.

  • Lead the tender evaluation process, assess contractor submissions, and recommend contract awards.

  • Assess, manage and recommend changes to the project scope or budget arising during project implementation.

  • Regularly monitor the progress of the construction work to ensure timely delivery and proactively identify and mitigate project risks.

  • Oversee site execution to ensure works are carried out safely, comply with quality standards and meet project specifications.

  • Managing construction contracts, including progress payments, variation orders, claims, and contractual obligations. 

  • Oversee compliance with safety, quality, and regulatory standards, and ensure projects are delivered on time and within budget.

Requirements:

  • Degree in Architecture, Civil Engineering, Mechanical Engineering, Electrical Engineering, or related field.

  • At least 12 years of relevant experience in managing commercial, institutional, or large-scale infrastructure projects, including leadership of multi-disciplinary project team.

  • Strong knowledge in building construction and proficiency in reading construction drawings.

  • Proven project management skills, including expertise in project planning, budgeting, scheduling, risk management, and stakeholder engagement.

  • Knowledge of AutoCAD/REVIT for design purposes and ability to perform accurate measurements will be added advantage.

  • Strong knowledge of procurement practices and construction contract administration, including PSSCOC.

  • Excellent understanding of BCA Green mark requirements.

  • Strong technical capability in reviewing design submissions and supervising consultants. 

  • Experience in monitoring contractor’s performance through Works Order list, site inspection and monthly reports. 

  • Knowledge of specialised research facilities such as cleanrooms, plant growth chambers, vibration-free laboratories, chemical laboratories and data centres, will be an added advantage.

  • Strong understanding of building regulations, renovation practices, space planning principles and regulatory compliance.

  • Demonstrated leadership and people management skills, with the ability to guide project teams and mentor junior staff.

  • Excellent analytical, planning, and problem-solving skills, with the ability to make strategic decisions and drive results.

  • Strong interpersonal and communication skills to effectively engage and influence senior stakeholders.
