This is a remote position.
The Senior Application Administrator will support the Louisiana Department of Health (LDH) on the OPH BHI project. This role is responsible for leading a team of data modernization and informatics staff through strategic planning and implementation efforts. The Senior Application Administrator will manage data infrastructure to improve integration, interoperability, and governance, and will support the development of reporting and visualization capabilities. The position requires close coordination with agency subject matter experts to assess the data environment and advance a comprehensive data warehouse and integration strategy. This is a temporary IT staffing engagement administered through the Louisiana Office of Technology Services (OTS).
Responsibilities:
- Select and manage a team of data modernization and informatics staff supporting public health informatics initiatives.
- Lead the team's strategic planning and implementation process for data modernization efforts.
- Manage data infrastructure to improve data integration, enhance interoperability, and assure effective data governance.
- Support the development of reporting and data visualization capabilities.
- Ensure modernization efforts achieve improved timeliness and quality of data, and better coordination of data activities and systems.
- Oversee the reduction of data burden and the integration of emerging and open-source technologies where applicable.
- Coordinate with subject matter experts across the agency to assess the existing data environment.
- Identify improvements required for the development of an effective data warehouse and data integration strategy.
- Submit weekly status reports detailing completed and ongoing project activities, including risks as applicable.
- Maintain accurate records of work performed and hours expended in accordance with OTS Task Order requirements.
Requirements
Minimum Qualifications:
- 10 years of professional experience in health or related data or systems management.
- Bachelor's degree in Computer Science, Computer Engineering, Data Science, Management Information Systems, or Information Technology.
- Prior experience working with public health agencies (e.g., CDC, NIH, or State Departments of Health) to modernize legacy data infrastructures.
Preferred Qualifications:
- Master's degree in public health, health informatics, data science, or a related field.
Additional Requirements:
- Must complete all onboarding processes required by OTS and the Louisiana Department of Health.
- Must comply with Louisiana State confidentiality requirements and applicable federal regulations, including IRS Publication 1075 FTI safeguarding requirements.
- Must comply with HIPAA Business Associate obligations as defined in the Task Order addendum.
- Must be capable of communicating fluently in English, both verbally and in writing.
