About the Position:

Dexis is assembling a team of technical experts, including analysts and managers, to support Department of Homeland Security ECG federal employee team through a contract, Export Controls Group Support.  The Senior Analyst serves as the Team Lead and key technical resource for the Dexis team. This key personnel role provides technical depth, analytical rigor, and policy guidance for the Dexis team and ensures that all technical work delivered under the Export Controls Group Support contract meets the needs and expectations of DHS’ export controls group experts.

To ensure compliance with U.S. export control laws and regulations—including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and sanctions enforced by the Office of Foreign Assets Control (OFAC)—the Department of Homeland Security (DHS) established the Export Controls Group (ECG) within its Science and Technology Directorate in 2015. The ECG serves as the primary unit responsible for developing, maintaining, and implementing DHS's export controls compliance program. It also promotes awareness of export controls compliance obligations within the Department through outreach and training programs for DHS components. The ECG provides technical, scientific, and regulatory expertise to DHS's export control-related interagency and international activities.  

This position is based in Washington, DC and is contingent upon contract award.

Responsibilities 

Technical leadership, supervision, and quality assurance 

  • Provide quality assurance and ensure technical accuracy of all contractor deliverables before submission to the ECG team. 
  • Ensures responsive, mission-aligned technical services that meet the needs of DHS’s Export Controls Group and its stakeholders. 
  • Lead and supervise technical staff (journeyman and junior analysts) to ensure timely, high-quality delivery of compliance-related work. 
  • Participate in biannual ECG quality reviews and implement feedback to strengthen team performance. 
  • Develop, revise, and implement DHS export control directives, instructions, procedures, and guidance. 
  • Identify DHS activities subject to export control requirements and collect relevant project documentation. 
  • Conduct compliance assessments for DHS programs, projects, technologies, and transactions to ensure regulatory adherence. 
  • Maintain and update the DHS export control compliance databases to support documentation and tracking needs. 
  • Lead outreach and training efforts to build awareness of export control obligations among DHS stakeholders and external performers. 
  • Provide technical and regulatory analysis to support DHS and interagency coordination on export control issues. 

Program Management and Administration  

  • Coordinate with the contract’s Senior Program Manager, in charge of overall program management, to deliver on-time, high-quality technical products to the ECG. 
  • Support the Senior Program Manager’s oversight and implementation of all administrative policies, procedures, and structures necessary to the seamless delivery of services to the ECG.  
  • Manage and monitor progress against contract deliverables and performance metrics; ensure all work aligns with contract scope and DHS ECG expectations. 

Required Qualifications 

  • Bachelor’s degree in international relations, export compliance, engineering, or related field (Master’s preferred). 
  • Minimum of 10 years of relevant experience, including leadership of export control or regulatory compliance teams. 
  • Ability to understand, analyze, and provide explanations in laymen’s terms of the legal underpinnings of U.S. export laws and regulations 
  • Proven ability to lead multidisciplinary teams in high-stakes, federal government settings. 
  • Exceptional writing, briefing, and interpersonal communication skills in English. 
  • Experience in stakeholder coordination, regulatory policy development, and technical program management. 
  • U.S. citizenship and an active Secret clearance.  

Preferred Qualifications 

  • Prior experience supporting DHS or other national security agencies. 
  • Experience with CFIUS-related export controls and homeland security technology classifications. 
  • Familiarity with classified work environments and associated compliance protocols. 

 


Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:
$145,000$255,000 USD
