Management Sciences for Health (MSH) is seeking a Senior Advisor for Malaria for a new 5-year $25 million health systems strengthening (HSS) project in Liberia. The purpose of the USAID-funded Liberia Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. The activity will seek to achieve the following five expected results: (1) Strengthened decentralized health governance; (2) Improved quality of health services; (3) Sustainable health financing mechanisms implemented; (4) Increased transparency and accountability around health resources for improved service delivery; and (5) Local Liberian organizations successfully implement donor-funded health activities.

OVERALL RESPONSIBILITIES

The Senior Advisor, Malaria is responsible for the following:

Lead the development and implementation of the Local Health Solutions Activity (LHS) technical assistance plan for strengthening Liberia’s malaria case management, prevention, and surveillance systems. Work closely with the National Malaria Control Program (NMCP) at the Ministry of Health (MOH) as well as malaria focal points in the counties to build capacity of health workers in adherence to standard malaria prevention and treatment guidelines. Work closely with partners supporting important malaria-related activities such as behavioral research and SBCC (Breakthrough Action), supply chain for malaria drugs, laboratory commodities and supplies; EQA for malaria microscopy; and therapeutic efficacy studies to create synergies for effective malaria prevention, treatment, and surveillance. Provide technical assistance to the NMCP to regularly scan the malaria funding landscape (GF, USAID, others) and proffer strategies for delivery of quality malaria services across all 15 counties. Collaborate with the LHS RMNCAH advisor to design and implement strategies for integrating malaria case management in RH, maternal, neonatal, under-five, childhood and adolescent health services; and for improving the quality and uptake of malaria prevention in pregnancy (IPTp) services. Work with the LHS MEL director and the M&E unit of the MOH to build the capacity of CHTs (and through them DHTs and HF teams) in improving the quality of malaria data generated at the health facility (clinical, laboratory, and pharmacy), entry into the DHIS2, and eventual analysis, visualization and use. Collaborate with the Supply Chain unit of the MOH and the CHTs to ensure the availability of malaria commodities (ACTs, mRDTs, and supplies) at health facilities. Provide TA to the Malaria TWG to regularly address system issues that impede delivery of quality malaria services in the country. Actively contribute to the project’s Collaborating Learning and Adapting (CLA) agenda/plan, document and share lessons learned in the format of project reports, publications and presentations.

QUALIFICATIONS

  • Master’s degree in Public Health, Epidemiology, Malariology, Entomology, or related field.
  • Minimum of 10 years of experience in the implementation of health projects and programs, including a minimum of 5 years of malaria control program experience.
  • Ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector actors, USAID and other organizations.
  • Strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  • Strong writing and oral presentation skills in English.
  • Must be willing to travel extensively within Liberia.
