INTRODUCTION:
The Self-Governance & Budget Director shall oversee and coordinate the Self-Governance Compacts between the Tribe and the Department of Interior, Bureau of Indian Affairs, and the U.S. Department of Human Services Indian Health Service. This position is responsible for issues affecting Self-Governance activities consistent with the overall direction and priorities of the Siletz Tribal Council. This position works in collaboration with the Administration, Accounting and Tribal Programs to provide budget forecasting, training and technical assistance with Annual Funding Agreements, Contract Support Costs, and all other negotiations – including monitoring of the Self-Governance Compacts, program coordination and compliance reporting. The Director shall coordinate tribal program budgets, provide training and technical assistance to department staff and advise the Chief Executive Officer, Chief Financial Officer and Controller on all budget matters.
DUTIES:
- Advise the Chief Executive Officer (CEO), Chief Financial Officer (CFO), and Controller on Self-Governance funding and investment opportunities.
- Work in coordination with the financial management team on budget development.
- Serves as BIA and I.H.S Self-Governance Compact Coordinator, and as the primary contact and Tribal Liaison for development and monitoring compliance with applicable Tribal, Federal, and State regulations, contracts, and cooperative agreements that affect and/or impact Tribal Self-Governance.
- Develops, revises, negotiates, and managers all compacts and cooperative agreements, including reporting and implementation pertaining to BIA and I.H.S. Self-Governance.
- Interprets, analyzes, and reconciles funding agreement awards to ensure accuracy in department/program allocations.
- Acts as Tribal Liaison for Self-Governance conferences, meetings, and events.
- Coordinate with the financial management team to prepare and then negotiate the Indirect Cost Proposal (ICP).
- Assist staff (when needed) in the development of program budgets on a uniform template.
- Provide staff training on budget development and tracking.
- Review and process budget modifications.
- May serve as staff representative to the Budget Committee and will present budgets annually or as needed to the Budget Committee and to Tribal Council.
- Serve as coordinator for carryover, Excess Pledge Revenue requests, approvals and compliance.
- Advise the Tribal Council, CEO and program departments on federal and state legislation that may impact the Tribe.
- Be the main contact for 105(L) lease negotiations with IHS and BIA

Requirements
REQUIREMENT:
Bachelor’s degree in Public or Business Administration or Finance (Masters preferred), and five years of experience in Government fiscal operations, organizational budget management, or similar OR- an equivalent combination of education and/or experience. Tribal Governmental fiscal operations are highly preferred.
Knowledge of:
- Program planning and budget process.
- Congressional appropriations as they relate to tribal funding.
- Requirements of PL 93-638 Indian Self-Determination and Education Assistance Act, and its amendments - including those portions relating to self-governance.
- Federal and state agencies legislative/rule making processes, resources and procedures to facilitate tribal socio-economic planning and development.
- An understanding of Native American self-governance issues.
Experience in:
· Budget development and control.
· Negotiating, developing, and monitoring Self-Governance compliance with Tribal sovereignty.
· Working with contracts, contract management, and cooperative agreements that impact Tribal sovereignty.
· Working with Tribal compacts and annual compact negotiations and related funding agreements.
· Reporting and analyzing legislative actions affecting Tribes and Tribal Self-Governance programs.
Skills Required
- Bachelor's degree in Public Administration, Business Administration, or Finance
