DESCRIPTION

  • Under the general supervision of the COO, the Self‑Determination Coordinator is responsible for administering Monroe CMH’s Self‑Determination (SD) service delivery model. This role ensures participants have autonomy, choice, and control in hiring, training, supervising, and dismissing their direct service workers. Responsibilities include agreement development, budget formulation, compliance monitoring, coordination with Financial Management Services (FMS), Employers of Record (EOR), and internal clinical teams, as well as oversight of education, orientation, and quality assurance processes.
  • The Coordinator ensures adherence to MDHHS requirements, PIHP standards, Medicaid rules, and Monroe CMH policies while promoting system improvement, transparency, and participant empowerment.

ESSENTIAL JOB FUNCTIONS

  • Program Administration
    • Coordinate the creation, issuing, processing, and tracking of Self‑Determination agreements, including maintaining complete and compliant records.
    • Assist with development and monitoring of individual budgets to ensure Medicaid compliance and alignment with person‑centered planning.
    • Oversee administrative tasks such as provider qualification tracking, orientation scheduling, EOR meetings, and development of informational materials.
    • Serve as liaison between Monroe CMH staff, treatment providers, EORs, FMS vendors, PIHP representatives, and MDHHS.
  • Compliance & Quality Assurance
    • Review and monitor SD agreements to ensure compliance with policy, contract, and regulatory requirements; assign follow‑up tasks to ensure corrective action.
    • Coordinate and lead preparation for state, federal, PIHP, and MDHHS audits, including document collection, tracking, and acting as the agency point person.
    • Develop, maintain, and update SD procedures, policies, and standards.
    • Implement quality assurance processes, analyze performance data, and recommend system improvements.
  • Education & Training
    • Provide education to consumers, families, and EORs regarding SD principles, roles, responsibilities, and service delivery options.
    • Develop training protocols and materials for Monroe CMH staff, EORs, and providers navigating SD processes.
    • Facilitate orientations, in‑services, and large group meetings as needed.
  • Communication & Collaboration
    • Coordinate communication between clinical teams, FMS vendors, EORs, and other stakeholders, including updates on policy, regulatory changes, and program requirements.
    • Consult with clinical, contract, and finance staff to support SD implementation and problem‑solving.
    • Ensure all individuals understand service delivery options (individual SD, agency SD, agency with choice, CMH contracted provider).
  • Data Management & Reporting
    • Maintain and coordinate documents, data collection, tracking systems, and trend analysis.
    • Prepare reports for internal leadership, PIHP, and MDHHS as required.
Qualifications

Education

  • Bachelor’s degree in accounting, finance, public or business administration, social services, or a closely related field.

Experience

  • Four (4) years of progressive administrative experience within a CMH or publicly funded agency, preferably with Self‑Determination.
  • Two (2) years of experience with contract management or agreements, preferably SD agreements.
  • Experience working with external partners/providers preferred.
  • Knowledge of federal, state, and local regulations governing CMHSPs, MDHHS, PIHPs, and Medicaid.
  • Knowledge of MDHHS Self‑Determination policies, Behavioral Health Code Chart, and provider qualification standards.
  • Ability to interpret and apply policies, regulations, and procedural requirements.
  • Skills in research, data analysis, and report preparation.
  • Strong written and oral communication skills.
  • Ability to identify complex problems, evaluate options, and implement solutions.
  • Ability to organize work, set priorities, manage multiple projects, and meet deadlines.
  • Ability to develop and deliver training and instructional materials.
  • Demonstrated proficiency in Microsoft Outlook, Microsoft Office, and electronic medical records systems.
  • Ability to work in a complex, detail‑oriented, deadline‑driven environment.

Other Requirements

  • Valid driver’s license, proof of current automobile insurance, and driving record acceptable to the Authority’s insurance carrier.
  • Ability to communicate effectively in person, by phone, and through telehealth technologies.
  • Ability to maintain accurate records and documentation.
  • Ability to define and solve practical problems, collect data, establish facts, and draw valid conclusions.

Physical Requirements

  • Occasional lifting or carrying up to 15 pounds.
  • Must be able to hear.
  • Frequent standing/walking, including stairs, due to outreach and coordination needs.

Skills Required
