Job Description

This role is responsible for providing technical capabilities to support physical protection of special nuclear material (SNM) used in the operation of the TRISO-X Facility, a uranium fuel fabrication facility. Facility operations used to process, handle, and store SNM will be licensed by the Nuclear Regulatory Commission (NRC) under 10 CFR 70, supported by applicable sections of 10 CFR 51, 20, 71, 73, and 74, among others.


 

​​Job Profile Tasks/Responsibilities:

  • Develop/review/revise/implement security procedures.
  • Support preparation of documents necessary to solicit bids and participate in selection of a contract company to provide security guard force services.
  • Develop/review/revise/implement security post orders for use by contracted security guard force.
  • Develop/review/revise/implement training for contracted security guard force to include elements specified in the NRC-required TRISO-X Fuel Fabrication Facility Physical Security Plan (PSP), Appendix B.
  • Ensure contracted security guard force personnel meet the minimum qualifications as specified in the PSP.
  • Assist in oversight of day-to-day activities and assignments for the contracted security guard force personnel.
  • Ensure security posts are staffed according to the minimum staffing requirements in the PSP.
  • Assist in administration of the TRISO-X Safeguards Information (SGI) Program, ensuring personnel who require access to SGI are properly vetted and cleared in accordance with regulations and company procedures.
  • Maintain awareness of NRC regulatory requirements to ensure security practices are in line with federal, state, and local regulations, including those related to physical protection and SGI handling.
  • Provide support to ensure proper response for security-related events, issues, and deficiencies.
  • Oversee and/or support use, maintenance, and periodic testing/calibration of security systems and equipment in accordance with manufacturer’s recommendations and company requirements.
  • Conduct surveillances, inspections, walk-downs, investigations, and audits/assessments of licensed activities and unusual incidents to ensure compliance with approved PSP and procedures and to confirm physical security features, systems, and equipment are in place and functional.
  • Consult with and advise operations, maintenance, engineering, and safety/regulatory personnel on the security regulatory impacts of new or proposed changes to processes, procedures, and facility designs/modifications.
  • Investigate security-related events, issues, and deficiencies, and identify/implement corrective actions to prevent recurrence.
    • Support NRC inspections of the security program.
    • Provide support to the emergency response team.
    • Serve as a point of contact for federal, state and local law enforcement agencies.
  • Maintain professional demeanor and behavior at all times in all forms of communication.
  • Perform other duties as assigned by manager.
  • Level V: Lead the execution of the core tasks and responsibilities, listed in the Job Profile Task/Responsibilities section of this document, for subcontracts of all sizes, without close supervision and extensive latitude for independent judgment.
  • Provide feedback and guidance to more junior team members with the execution of the core tasks and responsibilities listed in the Job Profile Task/Responsibilities section of this document.

  • Provide leadership support in the manager’s absence.

  • Serve as a mentor to junior team members.

  • Shares knowledge related to industry best practices and standards with others across the department/division.

Job Profile Minimum Qualifications:

  • High school diploma (or equivalent) required.
  • Bachelor’s degree in Criminal Justice, Security Management or related field from an accredited institution may be used in lieu of 2 years of work experience.
  • Level IV: Typically, ten years or more experience in Security program development.
  • Level V: Typically, fifteen years or more experience in Security program development.
  • U.S. citizen or authorized to work in the U.S., 21 years of age or older
  • Able to satisfy the 10 CFR 73.57 requirements for criminal history records checks of individuals granted unescorted access or access to Safeguards Information.
  • Pass a physical examination administered by a licensed physician to measure the individual's physical ability to perform assigned security job duties as identified in the Physical Security Plan.

Location: 151 Lafayette Drive, Suite 300, Oak Ridge, TN 

Work Site Expectations: 5 days a week in office

Travel: 10%

Hours: 8:00am-5:00pm, Mon-Fri  

Compensation

As required by Maryland and other applicable state law, X Energy, LLC (X-energy) lists the expected compensation range for a publicly advertised job opportunity based upon the job requirements (e.g. education/training, experience, skill sets, etc.).  Individual candidates who meet the job requirements for the posted position will be offered a salary within this range based on their respective levels of education/training, experience, and other qualifications unique to them.  Salary ranges may vary based on the specific office location and region referenced in the posting to take into consideration differences in cost of living and may not be reflective of all regions.  Please note that compensation ranges listed for US job postings reflect base salary only and do not include benefits or other incentives. 

A reasonable estimate for this position at the level of experience required is:

Level IV: $88,050- $146,750, Level V: $107,100 -$178,500
