Job Purpose

Plan, lead and control all security operations across the Company to safeguard personnel, cargo, containers, equipment, customer property and company assets. Serve as the company's primary liaison with external stakeholders – community leaders, local government, police and other law-enforcement bodies – and lead the resolution of community-related matters, local disputes and stakeholder issues that affect the park's safe and uninterrupted operation. Ensure full compliance with statutory and regulatory security requirements applicable to a Container Freight Station (CFS), Inland Container Depot (ICD) and bonded warehousing facility.

Key Responsibilities

• Design, implement and continuously review the security plan covering the gate complex, CFS yard, ICD yard, warehouses, workshop, fuel dump, offices, parking areas and perimeter.

• Lead, supervise and roster the security team across all shifts – including security supervisors, gate officers, patrol guards and CCTV operators.

• Control access (gate-in / gate-out) of all personnel, visitors, trucks, containers, cargo and vehicles and ensure proper identity verification, document checks and sealing procedures.

• Conduct regular physical patrols of the yard, warehouses, perimeter fence, lighting, gates and high-risk zones (fuel, reefer plugs, hazardous cargo, container stacks).

• Monitor and operate the CCTV, access control and intrusion detection systems; review footage and incident reports daily and escalate abnormalities.

• Investigate and report all security incidents – theft, pilferage, unauthorised access, sabotage, fight, trespass, traffic violations and breaches of restricted areas.

• Liaise with police, TZ police (KKOT), TRA customs, port police, immigration, OSHE and other regulatory and law-enforcement authorities when required.

• Liaise with shipping lines, shipping agents and customers on seal verification, container inspection, tampering and related security matters.

• Maintain the security occurrence register, prepare daily, weekly and monthly security reports and present key trends and incidents to the CEO.

• Ensure all CFS / ICD regulatory security standards (TPA, customs, OSHE) are met and that the facility maintains its operating licences.

• Conduct periodic security risk assessments and recommend improvements in manpower, technology, lighting, fencing, signage, training and emergency response.

• Coordinate emergency response – fire, flood, civil unrest, intrusion, evacuation – and lead periodic drills with the Health & Safety Manager.

• Train, coach and discipline security staff; ensure discipline, grooming, punctuality and proper conduct at all times.

• Control issuance of visitor passes, contractor passes, vehicle passes, photo ID cards and uniforms.

• Safeguard confidential company information and customer documentation held at the premises.

• Act as the primary company representative engaging with external stakeholders – community leaders, ward / district / regional government officials, Mtaa / village leaders, neighbouring businesses, transporters and industry bodies – on matters affecting the logistics park.

• Build and maintain strong working relationships with the Tanzania Police Service, regional crime officer (KKOT / OC-CID), traffic police, port police, immigration, OSHE and other law-enforcement agencies; coordinate joint patrols, crime prevention and information sharing.

• Lead the company's engagement on community matters – community grievances, local employment, CSR activities, donations and any social-impact matters linked to the logistics park's operations.

• Proactively identify, mediate and resolve disputes involving the park – including community–company disputes, neighbour complaints, encroachment, trespass, illegal parking, and disputes between trucking crews, customers or contractors – before they escalate.

• Represent the company in community meetings, barazas, security committee forums and stakeholder negotiations; document agreed actions and follow up to closure.

• Maintain a stakeholder and community engagement plan, contact directory and issue / dispute log, and report monthly to the CEO on community and stakeholder matters.

Qualification & Skills

• Retired military officer (Major / Lieutenant Colonel or equivalent) or retired senior police officer (ASP / Senior Inspector or equivalent) – mandatory.

• 10+ years of overall experience, with at least 5 years in a senior security / command role in an industrial, port, logistics or high-security environment.

• Prior experience in warehousing, CFS, ICD, port, depot or logistics operations will be a strong advantage.

• Sound knowledge of CCTV, access control, perimeter security and incident investigation.

• Working knowledge of Tanzanian security-related regulations, customs / bonded warehouse security requirements and liaison with police and regulatory authorities.

• Strong leadership, command, communication and decision-making skills; able to remain calm under pressure.

• Physically fit, of disciplined character and free of any criminal record.

• Working knowledge of English and Swahili; report-writing skills essential.

• Demonstrated experience in community engagement and stakeholder management – working effectively with community leaders, local government, police, regulators and members of the public – will be a strong advantage.

Skills Required
