RESPONSIBILITIES:
- Demonstrates core values and safety standards according to the H&P way
- Fully understands and ensures compliance of all aspects of Saudi health, safety and environmental legislation and obligations
- Across the operation, promotes and ensures the use of H&P’s core HSE Processes including but not limited to: C.O.A.C.H, Lifebelts, written safe work procedures, POMS R&R program and EHS reporting
- Actively facilitate and observe the use of H&P’s Pre-Job Planning tools such as Compass Cards, eJSA’s, Flex Checks and Video JSA’s; Participates in e-JSA change requests
- Assist all H&P employees through mentoring and coaching, providing additional support to New to Position and Short Service Employees
- Maintain PPE matrix for the assigned rig.
- Serves as a liaison with regulatory officers during unannounced compliance inspections
- Assist in Incident investigations; participates in tap root investigations.
- Up to date on current WorkDay trainings as assigned
- Coordinate with the Rig Manager and HSE Specialist, initiatives, and concerns.
- Monitor the Short Service Employee (SSE) program to ensure implementation.
- Liaise with Operator regarding HSE matters.
- Independently monitor and observe ongoing rig operations daily with a focus on conformance to the H&P policies and procedures.
- Mitigate exposures observed as required.
- Participates in and coordinates rig HSE meetings providing feedback and learning outcomes.
- Initiates and participates in Incident Investigations and ensures reporting is accurate and delivered in a timely manner. This should include the follow-up of all High SIF Potential events.
- Perform rig HSE audits and inspections in ESAFE.
- Encourage and support the crew on the implementation of R&R program.
- Ensure HSE Critical Equipment at the installation is properly maintained as directed by the Original Equipment Manufacturer (OEM).
- Maintains Emergency drill record as required.
- Communicate all HSE Alerts, Weekly talking points, incidents, and high SIF Potential to all crew members.
- Ensure of Reviewing Flex check, JSA and compass card (PJP) prior starting tasks
- Oversee implementation of operational systems and procedures to include but not be limited to: Permit to Work, System, LOTOTO System, Hazardous Chemical-SDS, PPE System and H2S Awareness.
- Maintenance of the Corrective Action Register for non-compliance items arising from meetings and inspections.
- Maintenance of the Lifting & Slings Register and Inspection program (R&S Register) for the rig.
- To provide and ensure the onshore rig induction program properly to all employees and visitors.
- To conduct the Fire Extinguisher/Fire Fighting equipment inspections, SCBA/SABA inspections and to maintain their records properly.
- Submit all required HSE reports to H&P in a timely manner.
KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge on H&P Incident Investigation Procedure and TapRoot
• Must be committed to the H&P Way and H&P’s core values of Actively C.A.R.E., Service Attitude, Innovative Spirit, Teamwork, and Do the Right Thing
• Demonstrated commitment to H&P’s Health, Safety, and Environmental standards and C.A.R.E. processes (COACH people-based safety, Compass Cards, LifeBelts, JSAs, hotwork, confined space entry, lock-out/tag-out, dropped object prevention, etc.) with a proven track record of compliance
• Thorough knowledge of H&P HSE practices, policies, and procedures
• Thorough knowledge of drilling rig equipment and operations
• Excellent written and oral communication skills
• Proficient PC-based skills including but not limited to: E.A.M., Excel, Word, Cloud Storage, etc.
• Ability to plan and organize multiple processes concurrently
• Ability to operate a vehicle (valid driver’s license and ability to pass MVR background check)
• Rudimentary understanding of medical terminology
• Personally, complies with all Company policies and procedures and sets an example for others to follow
• Ensures compliance with H&P policies and makes recommendations to coordinate with local legislation and requirements
• Willingness to learn and understand the application of relevant Saudi legislation as it pertains to HSE obligations and expectations, drilling operations, audit
• Liaises with local, territory, state and federal statutory authorities
• In conjunction with site, in-country management and H&P corporate office, recommends and facilitates implementation of safety and security measures for the protection of:
i. Personnel against near misses, threats or injury
ii. Intrusion or threat of intrusion by trespassers
iii. Company property and assets against loss from sources, such as fire and theft, inclusive of intellectual property and proprietary assets IT software
and hardware
• Provides regular updates and reports and works closely with the site manager, in-country management and corporate office
• Ability to effectively work in indigenous environments
• Very flexible and adaptable, able to overcome and solve problems
• Complete Competent Person training
• Minimum 5 years of operations experience
• Minimum 2-3 years in a senior safety role or similar
