Role Purpose
The SAM Governance Senior Analyst acts as the control tower for Software Asset Management, providing governance, independent validation, and control over licensing decisions to ensure compliance, cost optimization, and data integrity across the organization.
This role is responsible for defining and enforcing the SAM governance model while driving cross-functional alignment across SAM, Procurement, and Contract Management.
Key Responsibilities
Governance & Operating Model
- Define and maintain SAM governance standards, policies, and control frameworks across the full lifecycle
- Establish and lead governance forums and decision-making structures
- Ensure alignment between SAM processes, procurement activities, and contractual obligations
Validation & Control
- Provide independent validation of reconciliation outcomes and effective license positions
- Ensure the integrity, completeness, and auditability of software asset data and reporting
- Validate that optimization and usage insights are accurate and drive appropriate actions
Demand & Cost Optimization
- Challenge software demand by ensuring optimal use of existing entitlements before procurement
- Drive cost optimization initiatives through effective license utilization and reharvesting strategies
- Review and challenge remediation plans related to non-compliance or over-licensing
Compliance & Process Assurance
- Ensure adherence to SAM controls, policies, and governance checkpoints across all teams
- Ensure procurement activities follow entitlement validation and approval controls
- Oversee the accurate representation of contract and PO data within the SAM repository
Cross-Functional Leadership
- Act as the primary governance interface between:
- SAM Manager & SAM Admin
- Procurement & Contract teams
- Service Catalog / ITSM
- Drive alignment across systems, processes, and stakeholders
Required Experience & Skills
Experience
- 6- 9 + years in Software Asset Management, IT Asset Management, or Technology Governance
- Strong experience in SAM governance, compliance, and license management
- Experience working with global stakeholders and cross-functional teams
Core Skills
- Deep understanding of software licensing models (e.g., Microsoft, Oracle, Adobe, SaaS)
