JOB PURPOSE

To support the implementation and monitoring of HSE activities across FLS Transport operations by 
performing daily safety monitoring, controlling HSE equipment and materials, maintaining accurate 
HSE documentation and records, and providing operational support to the HSE Operation 
Supervisor.
The HSE Operation Officer is primarily responsible for daily breath alcohol test monitoring, 24/7 
track camera monitoring, PPE procurement and inventory control, HSE document and record 
control, data collection and reporting, and other operational HSE support activities to ensure that 
HSE requirements are effectively implemented and properly documented

JOB RESPONSIBILITY

1. HSE Operational Support

• Assist the HSE Supervisor in executing daily operations, inspections, audits, and safety campaigns.
• Coordinate routine safety matters with Transport Operations and drivers.
• Track assigned action items, collect operational evidence, and escalate critical issues immediately.

2. Alcohol Test Monitoring

• Oversee mandatory daily breath alcohol testing for transport personnel per company procedures.
• Verify, log, and maintain confidential test results while enforcing the Zero Alcohol Policy.
• Immediately escalate positive or abnormal readings and generate periodic compliance reports.

3. CCTV & Driving Behavior Monitoring

• Conduct scheduled surveillance of vehicle CCTV/dashcams to detect unsafe driving behaviors (e.g., mobile phone usage, seat belt non-compliance).
• Document violations, preserve video evidence, and immediately report severe risks.
• Track monitoring records and report hardware or camera tampering issues.

4. PPE Management & Distribution

• Determine role-based PPE needs using the PPE Matrix, raising requisitions with Procurement.
• Inspect incoming stock, conduct regular inventory checks, and ensure proper storage.
• Distribute gear, track issuance/replacement records, and replace damaged or expired items.

5. HSE Document Control

• Administer the document register to ensure only approved, current HSE forms and SOPs are in circulation.
• Control the distribution, archiving, and retrieval of active and obsolete documents.
• Organize documentation to support internal, customer, and regulatory audits.

6. HSE Record Management

• Maintain traceable, authorized electronic and hard-copy records (testing, CCTV, PPE, audits, training).
• Manage archival, retention schedules, and disposal protocols under confidentiality guidelines.
• Retrieve relevant records and evidence during incident investigations or compliance reviews.

7. Data Collection & Analytics

• Consolidate and validate daily HSE performance data, registers, and databases.
• Generate daily, weekly, and monthly reports alongside KPI metrics.
• Identify non-compliance trends or recurring operational anomalies for supervisor review.

8. Inspections & Field Activities

• Support on-site safety audits across facilities, equipment, and vehicle fleets using standard checklists.
• Log findings, collect photographic evidence, and monitor the rollout of corrective actions.
• Actively support safety campaigns, operational field programs, and toolbox talks.

9. Incident & Near-Miss Investigations

• Assist in gathering initial evidence (statements, CCTV footage, photos) following incidents or near-misses.
• Maintain central incident documentation and verify the closure of corrective actions.
• Immediately report newly uncovered evidence or severe findings to management.

10. Safety Training & Communication

• Assist in coordinating Safety Inductions, training programs, and toolbox sessions.
• Maintain training logs, attendance files, and employee competency matrices.
• Distribute safety alerts, awareness bulletins, and campaign materials across operations.

11. Safety & Emergency Equipment Control

• Track and inspect safety gear, emergency equipment, and specialized HSE supplies.
• Monitor expiration dates, service intervals, and physical condition, arranging timely replenishment.
• Maintain complete inspection, disposal, and replenishment logs.

12. Compliance Monitoring

• Track operational adherence to HSE policies, safe work procedures, and regulatory requirements.
• Document observed breaches, collect evidence, and assist in corrective action follow-ups.
• Prepare relevant documentation for legal evaluations and external audits.

13. Emergency Preparedness

• Check readiness, placement, and inspection schedules of emergency response equipment.
• Support emergency drill execution, scenario logistics, and documentation.
• Report defective emergency assets or procedural gaps immediately.

14. HSE Administration

• Organize departmental files, schedule HSE activities, and handle cross-functional communications.
• Draft meeting agendas, minutes, presentations, and management review materials.
• Execute additional HSE-related administrative tasks as directed.

QUALIFICATION

• Experience in safety, compliance, or driver monitoring within transportation or logistics.
• Strong knowledge of GPS tracking systems and Driver Management Systems (DMS).
• Familiarity with transportation regulations and company safety standards.
• Excellent attention to detail and analytical skills.
• Strong communication and reporting abilities.
• Ability to remain objective and professional when handling violations.
