Workplace Safety & Health (WSH)
- Ensure compliance with the Singapore Workplace Safety and Health Act and subsidiary regulations.
- Conduct workplace inspections and audits.
- Perform risk assessments and review control measures.
- Investigate incidents, accidents, near misses, and dangerous occurrences.
- Recommend corrective and preventive actions.
- Monitor contractor safety performance.
- Coordinate WSH Committee meetings.
- Ensure compliance with permit-to-work (PTW) systems.
- Liaise with government authorities such as Ministry of Manpower (MOM), Singapore Civil Defence Force, and National Environment Agency when required.
- To evaluate enquiry on chemical required Singapore government license.
Emergency Response & Preparedness
- Maintain Emergency Response Plans (ERP).
- Coordinate CERT activities and emergency drills.
- Conduct fire safety inspections.
- Ensure emergency equipment is maintained and inspected.
Training & Competency
- Conduct safety induction for employees and contractors.
- Organize WSH-related training programs.
- Maintain training matrices and competency records.
- Promote safety awareness campaigns and toolbox meetings.
ISO 45001and ISO 14001 responsibilities
- Maintain ISO 45001 and ISO 14001 management system documentation.
- Identify OH&S hazards and opportunities.
- Monitor OH&S and environmental objectives and KPIs.
- Manage non-conformities and corrective actions.
- Maintain legal register and compliance obligations.
- Identify environmental aspects and impacts.
- Monitor environmental compliance obligations.
- Manage waste disposal and recycling programs.
- Monitor air emissions, wastewater, and chemical management.
- Ensure compliance with environmental permits and licenses.
- Investigate environmental incidents and spills.
Process Safety Management
- Assist on MOC process for equipment, process, chemical, organizational, and procedural changes.
- Tracking on Mechanical Integrity service frequency.
Others
- Assist the management of site security.
- Assist the monitoring and renewal of government licenses.
- Perform other ad-hoc duties as assigned by Management.
Job Qualifications
- Diploma or Degree in Workplace Safety & Health, Engineering, or a related discipline.
- Registered Workplace Safety & Health Officer (WSHO) with the Singapore Ministry of Manpower, where required for the role.
- Certified fire safety manager with SCDF.
- Minimum 2 years of relevant experience in petrol chemical industry or in logistic and distribution experience.
- Knowledge of Singapore Workplace Safety & Health regulations, risk assessment methodologies, and incident investigation procedures.
- Experience in conducting site inspections, safety audits, and workplace risk assessments.
- Familiar with ISO 14001 and ISO 45001 requirements.
- Familiar with Singapore government licenses renewal process.
