CorpsAfrica was founded in 2011 by former Peace Corps Volunteer Liz Fanning with the idea of turning community development in Africa over to local changemakers. During her own service, Liz was approached by young Moroccans who wanted to be Peace Corps Volunteers so they could help people in their own country, but she had to tell them it was only for Americans. www.corpsafrica.org

Since launching its first program in Morocco in 2013, it has expanded to 10 countries across the continent and aims to expand to all 54 of Africa’s countries in the next ten years. To date, CorpsAfrica has hosted hundreds of volunteers across Morocco, Senegal, Malawi, and Rwanda, who have completed over 800 projects, including building wells, schools, roads, and irrigation systems; establishing literacy programs; and supporting vegetable and livestock farms.  Overview of the Position:

Reporting to the Country Director  the  Safety and Safeguarding Officer will lead the implementation of CorpsAfrica Uganda’s safeguarding, protection, and security frameworks to ensure the safety, dignity, and well‑being of volunteers, staff, and community members. The role combines proactive risk management, compliance with national and donor safeguarding standards, and capacity building across all program levels. The Officer will serve as the focal point for safeguarding and security matters, ensuring adherence to CorpsAfrica’s global safeguarding and safety standards, Ugandan legal frameworks, and donor requirements.

Specific responsibilities: 

Safeguarding
  • Develop, implement, and monitor safeguarding policies and procedures consistent with CorpsAfrica’s Safeguarding  & safety standards .
  • Conduct safeguarding risk assessments for office operations and volunteer placements.
  • Train staff and volunteers on safeguarding, child protection, and ethical conduct.
  • Deliver induction and refresher safeguarding training to Volunteers, staff, and host community partners, using organization-wide training materials.
  • Maintain confidential, accurate case files and follow CorpsAfrica’s incident reporting and referral protocols; escalate serious cases to the Global Safeguarding Lead within required timelines.
  • Map and maintain local referral pathways (medical, psychosocial, legal) for survivors of safeguarding incidents.
  • Conduct community awareness sessions on safeguarding standards and reporting channels at volunteer placement sites.
  • Contribute local risk data to the organizational risk assessment and gender risk matrix.
  • Submit regular (at minimum quarterly) safeguarding reports to the Global Safeguarding Lead.
  • Model and promote a culture of safeguarding and accountability within the country office.
  • Other responsibilities as assigned.
  • Maintain accurate safeguarding records and ensure timely reporting to management and donors.
  • Collaborate with HR and Administration to integrate safeguarding and security into organizational policies and procedures.
Safety and Security 
  • Develop and maintain security protocols, contingency plans, and incident‑response procedures for the Uganda office and field operations.
  • Conduct regular security risk assessments and advise management on mitigation measures.
  • Monitor local security contexts and provide timely updates to staff and volunteers.
  • Liaise with OPM, UNHCR, district authorities, and security agencies to ensure compliance with national safety standards.
  • Support emergency preparedness and crisis management, including training and simulations.
  • Ensure adherence to donor requirements and Ugandan government policies related to protection and refugee engagement.
  • Contribute to organizational learning and continuous improvement through documentation and knowledge sharing.
Qualifications
  • Bachelor’s degree in Social Work, Human Rights, Human Resources , or related field 
  • Minimum 5 years of experience in safeguarding, protection, or security management within humanitarian or development settings.
  • Strong understanding of Ugandan labor laws, safeguarding frameworks, and refugee‑response policies.
  • Proven ability to design and deliver training programs.
  • Excellent communication, interpersonal, and problem‑solving skills.
  • Experience in coordinating work related investigations and reporting
  • Ability to coordinate across departments and manage multiple priorities efficiently.
  • Working knowledge of Google Workspace apps, Salesforce, and Canva
  • A proactive approach to problem-solving with strong decision-making skills
  • Must be able to manage information flow in a timely, confidential, and accurate manner
  • Extremely detail-oriented and organized 
  • A passion and commitment to youth leadership, participatory community development, impact evaluation, transparency, and accountability
  • Fluency in English and local languages; familiarity with refugee contexts in Uganda is an asset
  • Impeccable integrity, judgment and discretion along with a professional demeanor and personal style that elicits trust
  • Time management skills
  • A demonstrable understanding of Uganda labor  laws and the government /OPM administrations
  • Proficiency in English language
