Specific duties and responsibilities:

  • Safeguarding Officer will provide the CO Team with safeguarding expertise and guidance to reduce the safeguarding risk for staff, program participants and partners in NPA area of responsibility. He/she will support to respond robustly, effectively and in a fair way to any suspected violations. Reporting to the Country Director, the Safeguarding Officer will map and help the CO to respond to the major safeguarding risks in the Country Office, including the risks of bullying, discrimination, sexual abuse and exploitation by NPA staff and partners. The Safeguarding Officer will have close engagement and work hand in hand through a harmonised approach with the other colleagues especially Human resources in wellbeing. S\he and will also serve as a bridge when requested between affected persons and CD.
  • Support NPA Ukraine in ensuring minimum standards of Safeguarding are met and risks are analysed and mitigated.
  • Ensure that the incidents are responded to in real-time to safeguarding violations in an effective, robust and survivor-centred way.
  • Provide expertise to colleagues to identify, analyse and act to mitigate key safeguarding risks to beneficiaries and staff in our programmes and programme areas.
  • Deliver Safeguarding training to staff members and partners as required.
  • Support the NPA CO programs to set-up referral mechanisms that work for Safeguarding concerns.

Qualifications/Experience Required

  • University degree in social sciences/work, child protection, human rights, law enforcement, law, human resources, international relations or relevant area.
  • 3 year of relevant experience
  • Excellent attention to detail, organisational skills and discretion with confidential information
  • Proven ability to work in challenging environments
  • Excellent interpersonal, communication and team management skills
  • Proficient in MS Excel, MS Word, Outlook
  • Ability to learn the Safeguarding and systems policy and best practice at NPA
  • Good team member skills, including the ability to be part of and organise, support, manage and develop a small team;
  • Experience of working with partners and of using a participatory approach as well as of coordinating responses with a range of actors, national/local organisations, NGOs;
  • Ability to achieve results and maintain consistent high standards of professional behaviour and achievement, including when working alone;

Reference is made to the NPA Regulation for Delegation or Authority, Quality Management System, Security Framework and Guidelines for the NPA Ukraine Office.

Required qualifications:

Education:

Must have:

·       University Degree in Law or relevant field

·       Great analytical ability

·       Solid understanding of the safeguarding and PSEA

·       Solid understanding of the Ukrainian legislation for the NGOs

·       Excellent English written and verbal skills.

·       Must be able to demonstrate strong writing and reporting skills.

·       Knowledge of Ukrainian and good command of English language

Desirable:

·        Previous successful NGO Legal experience

Experience:

Must have:

·       At least 2 years of proven experience in the field of Safeguarding

·       Experience in dealing with Safeguarding issues

·       Experience in working with various and diverse teams.

·       Experience with Ukrainian Government PSEA requireemtns and associated documentation processes.

·       Excellent organizational skills and ability to create solid Safeguardingplans

Desirable:

·       Previous NGO work experience


Personal Competencies:

·       Strong writing and verbal communications skills.

·       Good cultural, networking, and interpersonal skills.

·       Ability to work independently and with minimum supervision

·       Ability and willingness to work and live under stressful and hazardous conditions

Additional Considerations:

The Safeguarding Officer is to abide by the policies and personal code of conduct by the Norwegian People’s Aid and represent the organisation in a loyal and responsible manner.

Willingness to travel at short notice, and often in difficult circumstances.

Skills Required
