What’s the role
The S&E Regulatory and Compliance Manager plays a pivotal leadership role in shaping and overseeing Shell Brasil’s regulatory strategy across upstream operations. This position is critical to ensuring compliance across an increasingly complex regulatory landscape, while proactively identifying risks, influencing external frameworks, and enabling business delivery.
Accountabilities:
Regulatory Strategy & Governance
Define and drive Shell Brasil’s regulatory compliance strategy, ensuring alignment with corporate standards and Brazilian requirements.
Provide strategic advice to senior leadership on regulatory trends and emerging risks (e.g., GHG regulation, CO₂ emissions, well abandonment, produced water discharge).
Strengthen Shell’s positioning as a trusted and proactive industry player in Brazil.
Regulatory Compliance & Assurance
Oversee compliance with key regulatory frameworks including:
ANP (including SGSO)
IBAMA environmental requirements
CNEN
Ministry of Labor (NRs, eSocial)
Climate and GHG-related regulations
Lead regulatory assurance activities, including:
Audit planning and coordination (internal and external)
Integration of lessons learned
Continuous improvement of compliance systems
Ensure robust governance of KPIs and reporting frameworks.
Leadership & Team Management
Lead and develop a high-performing regulatory and compliance team
Foster a culture of accountability, technical excellence, and continuous improvement.
Manage multidisciplinary interfaces across S&E, Legal, Operations, Projects, and external partners.
Stakeholder Engagement & External Representation
Act as the primary interface with key regulators and stakeholders:
ANP, CNEN, IBAMA, Ministry of Labor
Represent Shell in regulatory forums, industry associations, and working groups, contributing to the development of new standards and regulatory instruments.
Build and maintain strong relationships to support Shell’s societal license to operate.
Regulatory Risk Management & Market Intelligence
Monitor and assess emerging regulatory risks and opportunities, including:
Thematic audits
Licensing constraints and delays
Regulatory changes impacting production continuity
Conduct regulatory intelligence and benchmarking against industry peers.
Support compliance strategies across all upstream portfolios, including new business opportunities.
Business Integration
Ensure effective integration of regulatory requirements into:
Operated and non-operated assets
Exploration activities
New developments and projects
Support decision-making through clear, risk-based regulatory insights.
What you bring
Must have legal authorization to work in Brazil on a full-time basis for anyone other than the current employer
Bachelor’s or advanced degree in Engineering, Environmental Sciences, Law, International Relations, or related fields
10+ years of experience in regulatory affairs, compliance, or operations within oil & gas
Proven experience with ANP/SGSO audits and regulatory frameworks in Brazil
Strong understanding of:
Brazilian regulatory landscape (ANP, IBAMA, CNEN, Ministry of Labor)
Climate and GHG governance frameworks
Demonstrated experience in leading multidisciplinary teams
Strong strategic thinking and risk assessment capability
Excellent stakeholder engagement and influencing skills, including with regulators
Ability to operate at senior leadership level, providing clear and actionable insights
High level of accountability, resilience, and decision-making under complexity
Strong communication skills across diverse cultural and organizational contexts
Portuguese & English (Fluent)
