LOCATION: Remote – This is a home based, virtual position that operates Monday – Friday from 8:30am-5:00pm EST. Vaya Health welcomes applications from NC, SC, GA, TN, VA, MD, and FL. Preference will be given to North Carolina residents.
GENERAL STATEMENT OF JOB
The Rural Health Transformation Program (RHTP) is statewide program administered by the NC Department of Health and Human Services (DHHS). The purpose of the RHTP is to create sustainable improved access and outcomes to NC citizens living in rural communities. This program is funded by the US Centers for Medicare & Medicaid Services (CMS).
The ROOTS Hub Financial Analyst is responsible for a professional level of accounting and analysis of an array of functions including but not limited to the following. 1) Tracking and monitoring budget variances. 2) Detailed review of expenses and revenues posted to the general ledger. 3) Reviewing, processing and maintaining accounts payable records. 4) Preparing necessary financial and compliance reports.
ESSENTIAL JOB FUNCTIONS
Accounting and Reporting Functions:
- Manage and track budget for RHTP program.
- Responsible for monthly revenue and expense accruals related to RHTP program.
- Performs reconciliation of revenue and expense accounts.
- Prepare necessary financial and compliance reports for internal and external stakeholders.
- Provide any information needed for audits.
Payments:
- Prepare payments for RHTP program to sub-grantees/community partner.
- Ensure disbursements are paid in accordance with organizational policy.
- Communicate with vendors on issues related to payments.
- Ensure payments align with federal, state and CMS guidelines.
- Ensure proper approvals and supporting documentation are maintained.
Expense Tracking:
- Monitor spending trends and identify variances.
- Ensure sub-grantees/community partner expenditures align with federal and state guidelines.
Other Assignments:
- Make recommendations for continual process improvements and ensure that procedures are documented.
- Collaborates with RHTP team and Vaya stakeholders as needed.
- Other duties as assigned.
KNOWLEDGE, SKILLS, & ABILITIES
- Considerable knowledge of Generally Accepted Accounting Principles and practices of public and business administration.
- Considerable knowledge of modern office procedures, practices, and equipment.
- General knowledge of personnel policies and procedures.
- General knowledge of Governmental accounting practices and procedures.
- Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.
- Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
- This position requires knowledge of Microsoft Office 365 (Excel, Word, Power Point, Outlook, Teams), use of pivot tables, Microsoft D365 or equivalent ERP, and Adobe Acrobat software.
- Demonstrates excellent organizational skills and strong interpersonal skills.
- Ability to communicate findings in both oral and written form.
- Must be able to establish and maintain effective working relationships within the department and across the organization.

EDUCATION & EXPERIENCE REQUIREMENTS
- Graduation from high school and a minimum of 12 credit hours in accounting from an accredited university, college, community college or business school and 8 years of related experience..
OR
- Completion of a two-year course in accounting or business from an accredited university, college, community college or business school with 4 years of related experience.
OR
- Graduation from a four-year college or university with a major in accounting, finance, or business administration, plus 2 years of related experience.
PHYSICAL REQUIREMENTS
- Close visual acuity to perform activities such as preparation and analysis of documents; viewing a computer terminal; and extensive reading.
- Physical activity in this position includes crouching, reaching, walking, talking, hearing and repetitive motion of hands, wrists and fingers.
- Sedentary work with lifting requirements up to 10 pounds, sitting for extended periods of time.
- Mental concentration is required in all aspects of work.
RESIDENCY REQUIREMENT: The person in this position must live in NC, SC, GA, TN, VA, MD, or FL
SALARY: Depending on qualifications & experience of candidate. This position is exempt and is not eligible for overtime compensation.
